The Houston Planning Commission met on Thursday, July 10, 2025, at 2:33 PM in the City Hall Annex at 900 Bagby. Chair Lisa Clark presided, with 15 members present, establishing a quorum. - Item 72 – Alberta Villa Replat: Amy Den (Lone Star Legal Aid) argued the replat violates separately filed deed restrictions requiring minimum lot sizes of 7,800 sq ft, noting the proposed six lots would average 2,100–4,000 sq ft. She urged the commission to deny the plat.
- Item 73 – Faville Crossing Place: Multiple residents (Timothy O’Leary, Larry Spell, Diana Baldwin, Craig Gentry) opposed the replat, citing lack of communication, concerns about traffic, flooding, groundwater contamination, light pollution, and the proposed gas station and smoke shop. They requested a deferral for more time to review plans.
- Item 74 – Mayflower Manor: Stephen James (Chief of Staff for Councilmember Dr. Carolyn Evans-Shabazz) expressed support for the East Sunnyside Court Civic Club’s opposition, noting deed restrictions protect the community. Residents Jackie Cross Eckford, Darlene Mabin, Vicky Robertson Scott, Evelyn Farrell, and Deborah Walker spoke against the multi-unit residential reserve, citing deed restrictions, safety, privacy, flooding, and crime in nearby apartment complexes.
- Item 75 – Mayflower Residence: Residents Erica Norwald, Rosalyn Richardson, Tony Lewis, Darlene Mabin, and Marvin Jackson opposed the four-lot single-family replat, raising concerns about narrow streets, open ditches, stormwater, and the lack of community notification. Some questioned the legal interpretation that the lots were not subject to deed restrictions.

Discussion Items
- Director’s Report: Von Tran announced the launch of the 30-day residential permit pilot program, scheduled MTFP meetings (July 24, August 21, September 18), and introduced a new deed restriction compliance affidavit for amending plats, development plat variances, parking variances, and landscape variances. Commissioners discussed the legal implications of the affidavit, noting it would streamline administrative review and provide leverage if deed restrictions are violated.
- Semi-Annual Water & Wastewater Impact Fee Report: Deedra Van Langen reported $17,565,916.41 in revenue and interest from November 1, 2024 to April 30, 2025, with 4,490 water service units and 4,377 wastewater units. The current fee is $3,837.55, which is 34.5% of the maximum allowed. 887 single-family residences were exempt. Significant capacity remains in the system. The commission approved the report and authorized appropriation to debt retirement.
- Semi-Annual Drainage Impact Fee Report: $530,218.93 in drainage impact fees were purchased during the same period, with $7,404,595.36 total since program inception. The commission approved the report.
- Item 72 – Alberta Villa Replat: Staff recommended deferral to allow legal review of deed restrictions. Legal later determined the replat violates separately filed restrictions. After debate, the commission voted to disapprove the plat, with Commissioner Hines making the motion and Commissioner Madez seconding. The motion carried.
- Item 73 – Faville Crossing Place: Staff initially recommended approval, but after public testimony, the commission voted to defer the item for two weeks to allow the community and applicant to communicate and review final plans.
- Item 74 – Mayflower Manor: Staff recommended approval as legal found no deed restriction violation. The commission approved the replat (motion by Garza, second by Sigler).
- Item 75 – Mayflower Residence: Staff recommended approval; legal confirmed no deed restriction violation. The commission approved (motion by Garza, second by Baldwin).
- Item 80 – Vilva Bodget Development: Staff recommended deferral to allow the applicant to provide more information on variance requests (access from a major thoroughfare and reduced building line). The commission deferred for two weeks.
- Item 96 – 312 Glenwood Drive: Staff recommended deferral for further study of setbacks and fence height variances, and to allow the applicant to coordinate with the HOA. The commission deferred.
- Other Replat Items: Items 71 (Coastal Enclave), 76 (Medina Magnolia Place), 77 (Park at Champions Park), 78 (Pepper Mill Homes), 79 (Urban Edge at Blaylock), 81 (City Center Capital at Cyprus North Houston), 82 (Enclave at Katie Hockley), 83 (Nuesis Park Place South), 84 (Lakeon), 85 (Trillium Setrum 14) were approved or deferred per staff recommendations, with no public opposition.

Speakers, if you wish to address the Commission on an item, please fill out the speaker's form before the item is called and turn it into staff near the front door. Consent and repeat speakers are allowed one minute. New speakers are timed for two minutes. Speaker rules are found on the top portion of the speaker sign-in form attached to the agenda. Council members speaking on an item are not timed. Applicants have their allotted two minutes time as well as rebuttals. Non-applicants or general speakers are allowed two minutes time. There is not an option for rebuttal, even if you did not use your full two minutes. You will not be allowed to speak again, and time cannot be allotted to another speaker.
