Houston Planning Commission Meeting - July 24, 2025
The Houston Planning Commission met on Thursday, July 24, 2025, at 2:37 PM in the City Hall Annex at 900 Bagby, adjourning at 4:01 PM. Chair Lisa Clark presided with 12 members present (a quorum of 11). The meeting covered plat approvals, variances, and public hearings on 83 items, including two withdrawn items (72 and 76). Notable actions included a deferral for a sign removal issue, a 30-day extension for a street alignment variance, and approval of variances for a health clinic and a sludge transfer station. Director Von Tran reported that the 30-day residential permit pilot program launched July 7, with 31 of 50 participating applications approved in under 30 days.
Consent Calendar
- Items 1 through 64 (Sections A and B: consent and replat items not requiring notification) were approved en bloc with a motion by Commissioner Victor, second by Commissioner Jones. Commissioner Motes recused from item 11. No speakers signed up.
Public Comments & Testimony
- Item 66 – Fallville Crossing Place (ETJ): Multiple residents of Northwood Park spoke against the replat, citing concerns about deed restriction violations, traffic, light pollution, noise, and flooding. Timothy O'Leary presented a pamphlet on neighborhood history and enforcement challenges. Ed Curry alleged the developer lied about building a residence and commercial use without permits. Larry Spell feared commercial use would lead to subdivision invasion. Diana Baldwin requested conditions (fencing, shielded lighting, no billboards). Val Lee asked for oversight on access, fencing, and tree buffers, noting the applicant previously agreed to no Ramsgate driveway. William Gentry, HOA president, expressed concern that the replat would change semi-commercial lots to full commercial, contrary to deed restrictions. The applicant, Sohail Ali, stated intention to build a service station with no Ramsgate access, promised fencing, and agreed to maintain communication with the HOA.
- Item 67 – Oaks at Nantucket: Gary Kinney, a neighboring resident, asked about residence size and garage details to assess compatibility with the neighborhood, noting recent out-of-character development.
- Items 69 & 70 – Johnson Place Estates and Johnson Place Views: Kimberly Lee spoke on both, requesting enforcement of drainage plans and beautification, as well as oversight to prevent worsening flooding.
- Item 73 – Mount Euston Road Mud Cordoba Drive Park: Denir Alvarez asked for clarification on the recreation and lift station reserves and raised concerns about large potholes on the only entrance/exit road, which cause vehicle damage and safety hazards. Staff directed her to Harris County precinct for road maintenance.
- Item 77 – Trails on Elmview: Alan Roman, representing Councilman Rami Peck, read a statement opposing the 18-home project due to severe flooding on Elmview Drive, calling it irresponsible. He noted the councilmember would monitor the permitting process to ensure compliance with flood ordinances.
- Item 78 – Villas at Scott: No public speakers, but staff noted the notice sign was removed, and residents requested deferral; the applicant agreed.
Discussion Items
- Director’s Report: Von Tran updated on the 30-day residential permit pilot program (launched July 7). Of 50 participating applications, 31 were approved in under 30 days. The program could lead to broader reforms in commercial and multifamily permitting.
- Item 65 – Coastal Enclave Replat: Staff recommended disapproval due to insufficient notice. Commission approved that recommendation.
- Item 66 – Fallville Crossing Place (continued): After public testimony, the commission discussed legal aspects of deed restriction enforcement (city has limited authority in ETJ; county issues certificates of compliance). Commissioner Garza asked about fencing and buffer zones; the applicant committed to no Ramsgate access, fencing, and minimal lighting. The plat was approved per staff recommendation.
- Item 71 – McGregor Residences: Staff recommended approval of a variance to allow a 5-foot building line instead of 25 feet along North McGregor Way, citing unique conditions (median, barricade, no connection to 288). The commission approved.
- Item 77 – Trails on Elmview: Staff noted the plat is a “shall approve” under state law, and the site includes large detention reserves. The commission approved.
- Item 78 – Villas at Scott: Staff recommended deferral due to sign removal; residents needed time to review. The commission approved deferral.
- Item 79 – Vilva Blodgett Development: Two variances granted for 10-foot building line along 288 and access from Blodgett Avenue (major thoroughfare) without one-acre lot. Conditions included sidewalks, landscaping, and fencing.
- Item 80 – Becker Commercial: Variance granted to exceed intersection spacing along Becker Road due to flood control channel and adjacent subdivision. Approved.
- Item 81 – Enclave at Katie Hockley: This item had been deferred twice and required action. Staff recommended denial of variance to not extend White Haven Gate Street; Harris County Engineering also objected. The applicant requested a 30-day extension to work with neighboring developers on alignment. Commission granted the extension to August 21, 2025.
- Item 82 – Harris Health System Casa de Amigos: Five variances granted for building lines, street widening, visibility triangle, and TOD pedestrian realm. The project expands the existing clinic campus on a partial block. Commissioner Vera Bland recused.
- Item 83 – Northeast Sludge Transfer Station: Variance granted for a 15-foot building line along Market Street (major thoroughfare) for an existing City-owned lift station upgrade. Approved.
- Item 84 – Sunterra Legacy Shops (ETJ, Waller County): Variance granted to allow an unrestricted reserve to take access from an easement instead of a public right-of-way. Approved.
- Items 96 & 97 – Development Plats with Variance Requests:
- Item 96 – 312 Glenwood Drive: Variance for 5-foot building line and 0-foot fence along Westcott Street (major thoroughfare) approved. The applicant will close a curb cut and take access from Glenwood Drive. Public comments in opposition were received, but staff recommended approval due to consistency with nearby structures.
- Item 97 – 7803 Sanders Street: Variance for 15-foot building line along East Cross Timbers Street approved. The lot was platted before the street was widened, and the ordinance reduced building line is not available because the lot is not subdividing. Staff recommended approval.
Key Outcomes
- Approvals: All consent items (1-64) approved. Items 65, 66, 67, 68, 69, 70, 71, 73, 74, 75, 77, 79, 80, 82, 83, 84, 96, 97 approved as recommended by staff. Items 72 and 76 withdrawn.
- Deferrals: Item 78 deferred to allow applicant to replace notice sign and provide additional information. Item 81 deferred for 30 days (to August 21, 2025) to allow the applicant to work on street alignment with neighboring developers.

This is an in-person meeting taking place in the City Hall annex at 900 Bagby. You may also monitor the meeting by viewing HTV. Speakers, if you wish to address the Commission on an item, please fill out the speaker's form before the item is called and turn it into staff near the front door. Consent and repeat speakers are allowed for one minute. New speakers are timed for two. Speaker rules are found on the top portion of the speaker sign-in form attached to the agenda. Council members speaking on an item are not timed. Applicants have their allotted two minutes at time as well as rebuttal time. Non-applicants, general speakers are allowed two to two minutes time. There's not an option for a rebuttal, even if you did not use your full two minutes. You will not be allowed to speak again, and time cannot be allocated to another speaker. Pardon me.
