The Houston Planning Commission met on Thursday, October 16, 2025, at 2:32 PM at City Hall Annex, 900 Bagby, and adjourned at 4:15 PM. Chair Lisa Clark presided with 11 commissioners present (quorum established). The commission approved numerous consent items, conducted public hearings on 18 replats and variance requests, and granted several variances. Key discussions included a proposed pickleball club in River Oaks, a warehouse development in Spring Stubner, and an award for accessibility work.
Consent Calendar
- Sections A & B (Items 1–88): Consent items (1–49) and replats not requiring notification (50–88) were approved as a group, except items 3, 10, 19–22, 32, 51, and 56, which were recused by Commissioner Madez and then approved separately. All staff recommendations adopted.
- Sections G–J (Items 116–126): Extensions of approval, name changes, and certification of compliance were approved as a group.
Public Comments & Testimony
- Item 89–98 (Replats): No public speakers. All approved or deferred as recommended by staff.
- Item 94 (Free Park Plaza): Applicant Matthew Sigman requested a 30-day extension to resolve deed restriction interpretation with Neighborhood Services. Extension granted unanimously.
- Item 99 (New Flores Estate): Angela Nix (homeowner) opposed replat to commercial, citing noise, 47 parking spaces for a 250-person hall, and three development violations. Jeremy Crewe (neighbor) and Max Key (neighbor) supported owner Pedro Flores, stating he is respectful, soundproofed, and ends events by midnight. Owner Flores stated he is working with Harris County to obtain permits and has adopted a 58-decibel limit. Staff recommended approval.
- Item 101 (Spring Stubner Commerce Center): Sabas Leal (abutting property owner), Stacy Perlitz (resident), Daniel Vasquez (parent), and Robert Henson (retired resident) opposed the variance to not extend Mary Myrtle Street, citing safety for school children at a bus stop on a narrow two-lane road, expected 18-wheeler traffic (50+ semi-trucks), lack of sidewalks, flooding concerns, and noise. Staff supported the variance; Harris County Engineering had no objection.
- Item 107 (Ace and Ivy River Oaks): Stacy Perlitz (neighbor) opposed a 11-court pickleball club due to traffic on Eastside Street near three schools. Wilson Ho (owner/sponsor) and Harris Benson (project supporter) spoke in favor, citing 11,000 kids within 15 minutes, health benefits, and lack of pickleball clubs in the area. Architect Luis Bahena described pedestrian-friendly design with expanded sidewalks and plaza. Written support from Upper Kirby Management District and River Oaks Baptist School.
- Item 109 (Building Hope Replat #1): David Thomas (project manager for Kids Meals) explained the nonprofit feeds three million meals annually to food-insecure children. A canopy encroached 11 feet over the 25-foot building line on Hammerly Boulevard; variance requested for a 14-foot dual building line. Staff supported; no opposition.

- Director's Report & Award: Director Von Tran announced the 2025 PCFI Planning Workshop on October 23 at Third Ward Multi-Service Center. Director Angel Ponce presented the Houston Champion of Inclusion Award to the Planning and Development Department's Development Services Division for exceeding ADA accessibility standards in plan review and sidewalk work.
- Item 99 (New Flores Estate): Harris County representative Matt Tangan reported finding only residential permits (eight total, including a septic system) and no commercial permits. Commissioners questioned follow-up on current commercial use. The county representative agreed to investigate permitting violations. A traffic impact analysis (TIA) was suggested per Harris County regulations. Staff recommendation approved.
- Item 101 (Spring Stubner Commerce Center): Staff explained the variance request is only for not extending Mary Myrtle Street through the 15.3-acre site; the same variance was granted in 2022 but plat not recorded. Commissioners discussed traffic safety, turning templates for driveways, shielded lighting, and fencing. Commissioner Matez noted variances to prevent cut-through traffic are often requested by neighborhoods. Staff confirmed a TIA may be required by Harris County. The variance and plat were approved (motion Baldwin, second Mondapaka; all in favor).
- Item 107 (Ace and Ivy River Oaks): Staff described the proposed mixed-use reserve with zero-foot building lines on three frontages, consistent with transit-oriented development performance standards. The applicant provided pedestrian elements, an interior public plaza, and reduced setbacks. Commissioners discussed curb cuts (three on Eastside Street), parking (90 spaces over minimum), and traffic. The variance and plat were approved (motion Hines, second Khalik; all in favor).
- Item 110 (Holder Telgi Tract GP): Staff presented a 440-acre general plan for single-family residential with two variances to exceed intersection spacing due to proposed drainage channels. No public comments. Variances and GP approved (motion Mondapaka, second Victor; all in favor).
- Item 111 (Line Drive): Variance for reduced building line for an indoor athletic facility. Staff recommended deferral per applicant request. Deferred unanimously (motion Garza, second Mondapaka).
- Items 108, 112–114: Variances for intersection spacing, access easement, and right-of-way width all approved without public comment.
- Reconsideration of Requirements – Item 115 (Oakview Heights): Variance to provide 40-foot right-of-way instead of 50-foot, consistent with Acres Home Mobility Study. Approved (motion Victor, second Hines).

The Houston Planning Commission and I'm calling this meeting to order at 232 p.m. on Thursday, October 16th, 2025. This is an in-person meeting taking place at the City Hall Annex 900 Bagby. You may also monitor the meeting by viewing via HTV. Speakers, if you wish to address the Commission on an item, please fill out the speaker's form before the item is called and turn it into the staff near the front door. Consent and repeat speakers are allowed for one minute. New speakers are timed for two minutes. Speaker rules are found on the top portion of the speaker sign-in form attached to the agenda. Council members speaking on an item are not timed. Applicants have their allotted two minutes time as well as rebuttals. Non-applicants or general speakers are allowed two minutes time. There's not an option for a rebuttal. Even if you did not use your full two minutes, you will not be allowed to speak again, and time cannot be allotted to another speaker.
