The Houston Planning Commission met on February 19, 2026, at the City Hall Annex at 900 Bagby. A quorum of 15 members was present. Consent and repeat speakers are allowed for one minute. New speakers are timed for two. Speaker rules are found on the top portion of the speaker sign-in form attached to the agenda. Council members speaking on an item are not timed. Applicants have their allotted two minutes as well as time to rebut uh for rebuttals. Non-applicants and general speakers are allowed two minutes time, and there is not an option for rebuttal, even if you did not use your full two minutes.
