The Houston Planning Commission met in person on Thursday, September 17, 2026, at 2:32 p.m. in the City Hall Annex, 900 Bagby Street. Chair Lisa Clark presided; the meeting was also viewable online via HTV. The agenda included approval of prior minutes, a large consent/replat calendar, public hearings on several development applications, a contested parking variance, and administrative items.
Gas station near Park Place/Broadway. Community members opposed a proposed gas station in Houston near an intersection one speaker said “is not called Suicide Circle for nothing.” Speakers stated that drivers would approach the station via Park Place or Broadway and worried about dangerous cut-through traffic. One resident said the applicant, John Gibbs, might be able to build at another location but that this was not the right place for the proposed use.
Thornton Road/Arrowpoint property. Neighbors described a site with only one way in and one way out — “like a sack at the end where you turn around and come out” — and worried that commercial use would bring through traffic and change the character of their community. One speaker said, “I'm begging you and pleading you, do not change the culture of a community that's been there for the stabilization of who we are as good citizens.” A commissioner confirmed that Arrowpoint would be the sole access point and that no street other than Thornton Road would serve the property, noting the property was otherwise landlocked. The applicant said comments from the prior meeting had been adopted: the plan was revised from four lots to two, and a cul-de-sac turnaround was added to improve safety and traffic flow. Some residents who spoke against the original plan thanked the applicant for responding to feedback. Staff reported no opposition to the revised request.
Parking variance for a Pilates studio (Memorial area). The case had been approved on August 20, 2026, but the approval was rescinded on September 3, 2026, because the date on the public notice sign was incorrect. The sign was corrected, and the case returned with the underlying request unchanged. Public works confirmed there are no plans to widen this portion of Memorial Drive.
Supporters — including the studio owners, a contractor, and neighboring business owners — said the applicants followed every city procedure, invested significant capital, time, and effort in two locations, and support 18 employees. They noted a parking study was submitted, along with a letter of support from Council Members Mary Nan Huffman and Twilight Carter, and that the studio had strong support from the Memorial community. One studio owner said the target clientele come before work or right after school drop-off, that there is no longer a Thursday evening class, and that the center is “most of the time” not full. A commissioner reminded everyone that “they did play by the rules” and observed that the parking concern was an equal problem for every tenant in the center, not just this applicant.
Opponents and questioners said the parking variance was the reason the case was before the Commission, asked whether creative alternatives such as bike racks were being considered, and asked what business previously occupied the space. The applicant asked the Commission to focus on the facts of the variance rather than disputes between tenants.

Council members speaking on an item are not timed. Applicants are allotted their two two minutes time as well as rebuttals. And non-applicants or general speakers are allowed for two minutes time. There is not an option for rebuttal, even if you did not use your full two minutes. You will not be allowed to speak again, and time cannot be allowed to another speaker.
