Summary of Proceedings

Houston Archaeological and Historical Commission Meeting – October 8, 2026

The Houston Archaeological and Historical Commission (HAHC) convened on Thursday, October 8, 2026, at approximately 2:38 PM and adjourned at 6:42 PM. Chair David Buchek presided. A quorum was present. The meeting covered consent calendar approvals, individual certificate of appropriateness (COA) applications, a presentation on the Norhill Design Guidelines, and public comment. Staff reported that year to date through September, 30 pre-application design reviews and 242 COA submissions had been received, with 65 administrative approvals. Maha abdelaziz is a test.

Consent Calendar

  • Items A1 (221 Emerson St), A3 (3815 Arlington St), A4 (2002 Bowsley St), A13 (1119 Walling St), A14 (539 Harvard St), and A15 (1139 West Melwood St) were approved per staff recommendations. Items A8 and A9/A10 were initially pulled for individual discussion but later resolved.

Public Comments & Testimony

  • Item A2 (509 Euclid St): Edis Hobson (applicant) detailed modifications to protect a significant tree and expressed commitment to preservation. Jane Buchanan (neighbor) opposed, citing massing and conflicting arborist reports. Paul Whitehouse (neighbor) described the addition as monolithic and dominating. Nancy Wood (neighbor) objected to the use of non-contributing homes to justify scale.
  • Item A5/A6 (1505 Two Lane St): Justin Patterson (applicant) addressed property line concerns and design revisions. Anthony Leavitt raised boundary and lot issues, including the lot's status as two platted lots.
  • Item A7 (844 Cortland St): Homeowner Brittany Tanini and architect Nadia Palacios argued that the design meets approval criteria, defending ornamentation and ridge height against staff conditions to simplify.
  • Items A9/A10 (229 West 16th St): No public speakers.
  • Item A11 (414 Woodland St): Sam Gianukis (architect) and Bradley Adams (owner) supported the project. Gail Priest (neighbor) praised preservation efforts.
  • Item A12 (515 Columbia St): Judith Joiner (contractor) requested approval for a front carport to shelter young children from rain.
  • Norhill Design Guidelines: Multiple Norhill residents (Tiffany Till, Adam Till, Emily Ardwan, Lai Ming Ho, Terry McGuire, Laura Diaz, Brett Bachis, Karen Stokes, and others) urged the commission to revert to the June draft guidelines, expressing concern about increased size allowances, garage apartment provisions, and accessory structure allowances. Many cited neighborhood polls and deed restrictions, requesting that the commission maintain the historic character of the neighborhood.

Discussion Items

  • Item A2 (509 Euclid St, Woodland Heights): Staff recommended approval for a 1,738 sq ft addition with attached garage. After extensive debate over massing, tree protection, and dueling arborist reports, the commission initially voted 5-4 against a motion for approval. A subsequent motion to approve conditional on reducing a saddle roof slope from 6:12 to 3:12 passed on a voice vote.
  • Items A5 & A6 (1505 Two Lane St, Heights West): Staff recommended approval for a two-story rear addition and detached garage with apartment. Discussion focused on the visual connection between the house and garage. A motion to approve staff’s recommendation failed. The commission voted to defer the items to allow further exploration of design separation.
  • Item A7 (844 Cortland St, Heights South): Staff recommended approval with conditions, including simplifying ornamentation and reducing ridge height to 32 ft. The applicant argued that the ornamentation was appropriate and the ridge height necessary. The commission deferred the item to allow staff and applicant to refine differentiation between existing and new structures.
  • Item A8 (1021 Main St): Staff recommended approval subject to City Council granting landmark designation for the 1961 commercial tower. The proposal includes a new sky bridge and rooftop amenities. The commission approved staff’s recommendation.
  • Items A9 & A10 (229 West 16th St, Heights West): Staff recommended approval for a two-story rear addition and garage apartment. The commission approved both items.
  • Item A11 (414 Woodland St, Woodland Heights): Staff recommended approval for a two-story rear addition on a 7,500 sq ft lot. The commission approved.
  • Item A12 (515 Columbia St, Heights South): Staff recommended denial of a front carport (attached, not meeting design guidelines) and approval of porch renovation. The commission adopted staff’s recommendation, denying the carport and approving the porch work.
  • Norhill Design Guidelines Update: Staff and subcommittee members (Commissioners Cosgrove and Davis) presented progress on revising the draft. Key issues include floor area ratio (FAR), garage exemptions, and massing controls. The subcommittee conducted detailed lot-by-lot analysis. Public comment opposed substantive changes from the June draft. No action was taken.

Key Outcomes

  • Approved: A2 (conditional on roof modification), A8, A9, A10, A11, consent calendar items, and porch renovation for A12.
  • Denied: Carport portion of A12.
  • Deferred: A5, A6, A7.
  • Votes: A2 conditional approval passed after an initial motion failed 5-4. A5/A6 motion to approve staff approval failed; deferral passed. A7 deferral passed. A8, A9/A10, A11, and A12 partial approval approved.
  • Next Steps: The Norhill Design Guidelines subcommittee will continue analysis and present a refined draft. The A5/A6 and A7 applicants will work with staff to address design concerns.
