The Howard County Hearing Examiner, Joyce Nichols, held a hybrid hearing on Friday, March 13, 2026, at 10:00 AM, to consider Petition ZB 1132M filed by Columbia Concepts, LLC for an Amended Preliminary Development Plan to permit Major Village Center Redevelopment at the Long Reach Village Center (8775 Cloudleap Court, Columbia, MD 21045). The hearing included preliminary motions, petitioner's witness testimony, public testimony in support, and was continued to March 18, 2026, at 10:00 AM.
Mr. Jarvis outlined a timeline: County Council declared Long Reach Village Center blighted in 2014 and acquired 7.71 acres in 2014–2015. A prior redevelopment effort by Orchard Development was approved in 2018 (adding 315 dwelling units) but withdrawn in 2019. In 2023, the county issued a new RFP; Columbia Concepts was the sole respondent. County Council approved the urban renewal plan and sale of county property in February 2025. Community engagement sessions were held in April–June 2025. The Design Advisory Panel (DAP) recommended addressing James Rouse's vision and circulation plan. The Planning Board unanimously recommended approval in December 2025. The petition seeks to add 190 dwelling units (total 505) to the previously approved 315. Four exhibits were entered into evidence (timeline and three county resolutions).
And with us today we have I'm gonna let you introduce yourself for on behalf of the petitioner. Uh yes, Madam Hearing Examiner Owen Jarvis representing the petitioner. Okay, and we have zoning council here. Uh good morning, Nate Foreman, zoning council. All right. And we are going to proceed with the well, let's see. First of all, first of all, there is a preliminary motion with regards to the jurisdiction of myself and Mr. Foreman to participate in these proceedings. And a decision will come out with the report. Okay. And did you have a preliminary matter, Mr. Jarvis? Yes, Madam Hearing Examiner. Yesterday, a letter was sent to the zoning board by the Long Reach Community Association requesting that a uh alternate uh hearing date be scheduled two weeks from today to allow more time for public testimony to uh organize and and be heard. And we are uh making a motion to that effect uh in in support. We certainly understand kind of the the short turnaround here and um want to uh encourage as much community input as we can. So um the petitioner moves that a uh hearing date be scheduled two weeks from today to allow for public testimony or as close to that two-week time as is uh possible based on um your schedule. Okay. I certainly understand your position. I understand the position of the citizens. Unfortunately, we are stuck in an election year and we have certain time frames which we must upheld. And your request may or may not come to pass. We just have to see how today goes, see how the next hearing date is available, things like that. So to the best of my ability, I will try to uh afford the citizens the appropriate amount of time to have their issues be heard. Of course, I understand. Thank you. If I may ask, are there alternate um or second hearing dates already set or would those be set after today if necessary? We're working on it. Okay, great. Thank you. Yeah, thank you, Madam Hearing Examiner. Okay. May I respond to that? No, I've already indicated what's gonna happen here. I also have digital preliminary. What's your additional preliminary matter? Um that the as well I would like spond that the motion I made was to the zoning board that and I shared the same things that they can't meet the timetable of the election. Okay, that's not that's not before me right now. The issue before me is whether there is a mistake. Well, it's not a mistake case. Um that's true. Which is why I didn't expect Mr. Foreman. I didn't make a motion regarding him in this case. Um I believe that the petition is incomplete in regarding to the corporate disclosures and some of the financial contributions. Um specificity, what is missing? Do you want me go through the fact that Ms. Berg posts some of them? Um apparently she had the affidavits, and then I followed up with the corporate information and Mr. Jarvis, apparently a month ago this week, um posted most of them.
