The Howard County Planning Board met on June 4, 2026, to review the 2025 Development Monitoring System (DMS) report and consider a final development plan (FDP) for the Warfield Neighborhood in downtown Columbia. The board also received an update on a recently passed zoning regulation. After public testimony and board discussion, the FDP was unanimously approved with a condition.
Officially, Mr. Seethel. Yep, here. Mr. Gadzi? Here. And Miss Moore. Here. Okay. We have a quorum. Thank you. All right. And then as we jump into the agenda, I do want to note one adjustment, and that we will be tabling uh item nine on the initial agenda, uh, which would be some changes to our rules of procedure. Uh, we will pick that up at a later date after it is reposted and advertised. Um, so that's the only change uh for us tonight. If I can get a motion uh for the amended agenda, please. I move to approve the agenda as amended. Second. All right, thank you. Have a motion and a second. All those in favor? Aye. All right. Perfect. And then with that, if uh we can approve our minutes of the past meeting. I move that the recording of the WebEx virtual meeting of the Howard County Planning Board's May 21st, 2026 meeting be adopted as the board's approved minutes. Second. Thank you. All right, have a motion and a second on our minutes. All those in favor? Aye. Aye. Aye. All right, thank you. And then with that, I do not have any items to discuss uh from the executive executive secretary. Do we have anything else? Sure, just want to bring your attention to one thing. Thank you again for your patience, everyone in the room tonight. Um, while we work through our technical glitches. I just wanted to make you aware that uh ZRA 224 cottage cluster passed um Monday evening, county council um with all of the suggestions um that you had put forward, except they did change the maximum square footage to only be 1200 square feet and no basements, um, and they did not elevate to the roof height, which was one of the recommendations. But um, we're very pleased that that new missing metal housing option is now available in Howard County. So there will be a bill signing um coming up, and I'm happy to be able to get some of these projects moving forward that are going to be using cottage cluster for age-restricted adult housing using optional design. So thank you for all your help on that. Awesome. Thank you for the update. All right. So with that, we will move into the 2025 development monitoring system report. And we have Mr. Uh Jeff Barnah. Yes, so Jeff is here this evening from DPC.
