Uh so moving on to our matters before us today.

0:51

Uh the first is a DNO.

0:54

Um, board members, um, in the matter of BA 25019C, Trotter LLC, uh, the board decided that case on May 28th, 2026, as you may recall.

1:06

Uh the board is required to issue a written decision in order no later than 60 days after the case was deliberated, which brings a due date of July 28th, 2028.

1:16

Um, the office of laws advised that they expect to have a draft ready for the board to review uh potentially as soon as today.

1:22

Uh however, even if that draft was sent out today, that only leaves us four days uh for the remaining portion of the process, and that can be cut at kind of close.

1:30

So accordingly, I'm going to make a motion that in accordance with section 2.211A, there exists good and sufficient reason to extend the time period of the issuance of a decision order in the matter of Trotter LLC BA25019C to no later than 90 days from May 28th, 2026, which makes the issuance due no later than August 27, 2026.

2:36

The board has received a written request from Barrett King in the pending matter of Hill Street LLC, case BA 828D.

2:44

As a chairperson, I'm required to sign the subpoena, and the board must issue it no later than 14 days before the hearing.

2:51

The Office of Law has prepared the requested subpoena for signature issuance.

2:55

Summary of Proceedings

Howard County Board of Appeals Meeting - July 23, 2026

The Howard County Board of Appeals met on July 23, 2026, at 9:00 AM in a hybrid format (Banneker Room and WebEx) to handle two administrative matters. Chairperson Jean Ryan presided, with board members McCurdy and Phillips attending virtually. The board unanimously voted to extend the deadline for a pending decision order and to authorize a subpoena request.

Administrative Matters

  • Extension of Decision Order Deadline (BA 25019C, Trotter LLC): The board discussed the need to extend the 60-day deadline for issuing a written decision in the Trotter LLC case, which was deliberated on May 28, 2026. Chair Ryan noted that the Office of Law expected a draft soon but that only four days remained until the original due date of July 28, 2026 (the chair inadvertently referred to July 28, 2028, but the context indicates 2026). The board voted unanimously (3-0) to extend the issuance deadline by 30 days to no later than August 27, 2026, citing good and sufficient reason under Section 2.211A of the Board's Rules of Procedure.
  • Subpoena Request (BA 828D, Hill Street LLC): The board considered a written subpoena request from Barrett King in the pending Hill Street LLC case. Pursuant to Section 2.208H, the board authorized the issuance of the subpoena as prepared by the Office of Law. Chair Ryan was required to sign the subpoena. The motion passed unanimously (3-0).

Key Outcomes

  • Motion to Extend Deadline: Approved 3-0 (Chair Ryan, Ms. McCurdy, Ms. Phillips). The new deadline for the Decision and Order in BA 25019C is August 27, 2026.
  • Motion to Authorize Subpoena: Approved 3-0. The subpoena requested by Barrett King in BA 828D is to be issued by the Chair.

No other business was discussed, and the meeting adjourned.
