0:34

And Mr.

0:35

Gadzi.

0:36

Here.

0:36

Thank you.

0:37

We have a quorum.

0:38

Perfect.

0:39

Thank you.

0:40

And then if we can uh move to approving the agenda.

0:43

I move to approve the meeting agenda.

0:46

Motion and second.

0:47

All those in favor?

0:48

Aye.

0:48

Aye.

0:49

All right.

0:50

So we're going to carry over the minutes based on the members that are with us tonight and those that were at some of the meetings that we've carried over.

1:02

So we will try again next time.

1:04

But they are still all recorded and online if anybody wants.

1:10

So with that, I do not have any chair items to discuss.

1:15

Ms.

1:16

Executive Secretary.

1:17

Yes.

1:18

Good evening, everyone.

1:19

Thank you for being here.

1:20

Just one item I want to bring to your attention is the October 1st meeting will be a work session to go over your rules and procedures.

1:27

We talked about this a while ago.

1:28

We are going to have a meeting, but then upon reviewing all of the rules and procedures, there's a lot that should really be discussed prior to making any changes.

1:37

So I thought it would be a good idea to make that October 1st meeting virtual if you're agreeable to it only.

1:44

And also just go over page by page the rules and procedures.

1:48

We can send out a draft of what we've gone through so far, but then continue to review that as a group together.

1:55

Would that be agreeable?

1:56

That works for me.

1:57

So then we will post that online that the October 1st meeting will be 100% virtual.

2:02

So do not come to this building that evening.

2:05

And we will go over and we'll send it ahead of time.

2:10

All right.

2:11

That's all I have.

2:12

Thank you.

2:13

Thanks so much.

2:14

So with that, we will jump right in.

2:16

First up is CSDP 26-002 Jason Clapp.

2:23

And we have uh Mr.

2:24

Jones from DPZ.

2:34

Okay.

2:35

Good evening.

2:36

I'm Derek Jones of the Department of Planning and Zoning.

2:39

Tonight's meeting subject is for CSDP 26002, Village of Long Reach, single family residence addressed as 99 E.

Summary of Proceedings

Howard County Planning Board Meeting – September 17, 2026

The Howard County Planning Board met on September 17, 2026, to consider two agenda items: a concept site plan for a deck setback encroachment and a major subdivision request. The board approved both items unanimously after staff presentations and discussion. The board also set a virtual work session for October 1, 2026, to review rules and procedures.

Call to Order and Administrative Items

  • The board established a quorum with members Cethel, Moser, and Gadzi present. The agenda was approved. Minutes from previous meetings were deferred.
  • Executive Secretary announced that the October 1, 2026, meeting will be a virtual work session to review the board’s rules and procedures.

CSDP-26-002 – Jason Clapp (Deck Setback Encroachment)

  • Staff from the Department of Planning and Zoning presented a request to reduce the required side yard setback from 7.5 feet to 3 feet 9.75 inches for a replacement deck at 99 E. Gold Amber Garth in the Village of Long Reach.
  • The existing deck was non-compliant; the new deck extends the length but not the width. The lot coverage would increase slightly to 30.4%, requiring a finding that the deck is a similar minor structure.
  • The petitioner, Jason Clapp, presented photos and framing plans, noting the angled property line.
  • The board discussed the process and appreciated the applicant’s compliance. No public comments were received.
  • Motion to approve CSDP-26-002 was made, seconded, and passed unanimously.

PB 463 – Tom and Jill Henderson (Resubdivision)

  • Staff presented a request to resubdivide an existing 7.22-acre lot (Lot 3 of Rutherford Subdivision) into two buildable lots, zoned RR-DEO in Tier III Growth Area.
  • The property is served by private septic. Environmental features (wetlands, streams, steep slopes, forest) are mostly in rear and will be protected by conservation easements. Forest conservation is met on-site.
  • The petitioner’s engineer, Paul Sill, explained the lot shapes were irregular due to limited perk test areas. One lot contains the existing house.
  • Board asked clarifying questions about locations of streams and steep slopes. No public comments.
  • Motion to approve PB-463 was made, seconded, and passed unanimously.

Key Outcomes

  • CSDP-26-002 approved unanimously to allow the deck setback encroachment.
  • PB-463 approved unanimously to allow the resubdivision.
  • The October 1, 2026, meeting will be a virtual work session (no in-person attendance).

Note: The board also discussed a planned presentation on quasi-judicial procedures, which was postponed due to lack of public attendees.
