0:01

Okay.

Speaker 1

0:02

I'm working with one screen today.

0:04

So it's like I'm having to like pop open the Teams window and then like minimize it.

0:09

So it's kind of kind of a pain.

0:10

But let me I'll just completely minimize this.

0:14

Okay.

0:15

Is this better now?

Speaker 2

0:17

Yes.

Speaker 1

0:19

Okay.

0:21

Um so team, today we're gonna be talking about e-comment.

0:25

So for the next hour, we're gonna be going through the ins and outs of the e-comment solution.

0:31

Um e comment for those that aren't familiar with e-comment, uh, basically what it does is it's designed for your uh members of your community um to basically engage with your agendas.

0:46

What I specifically mean by that is you can go in or they can go in, they can review the agenda, and then they can make comments on certain agenda items that you allow for for comments on, and you can then see those comments so they could potentially offer like suggestions or feedback or just kind of vocalize how they feel about a certain item, and then you can see all of those comments.

1:17

Um, so it's called citizen engagement.

1:19

In addition to that, we also have a piece to e-comment called speak up.

1:25

Speak up basically allows for members of your your um community to register to speak on certain agenda items, and if you're using live

Speaker 2

1:37

manager,

Speaker 1

1:38

what it looks like you are, those speaker requests integrate with live manager um on the speakers tab.

1:46

So uh live manager has a speakers tab and it basically has a comprehensive list of all of the speakers for that item.

1:52

If somebody registers to speak, then their name goes into the speakers tab in Live Manager for that respective item.

2:00

Um a lot of people what I'm just kind of having conversations with them, they find that they they're gonna be using e comment but not speak up, like the speaker registration.

2:10

So you don't have to use speaker registration, it is an option, and I'll show you how to turn that on.

2:16

Um you know

Speaker 3

2:17

what?

2:18

Uh we're we I don't think we're using the live speaker.

2:22

Speak up, we don't need it.

2:24

Yeah, yeah.

2:25

Okay, we're not gonna

Speaker 2

2:26

need it.

2:27

Okay.

Unassigned speaker

2:30

Okay.

Speaker 1

2:30

Yeah, we'll

Speaker 2

2:31

then

Speaker 3

2:33

explain if we did that.

2:34

Yeah.

Speaker 2

2:35

Plus, we're not allowed to speak for it.

Speaker 4

2:37

Sorry.

Unassigned speaker

2:39

Okay.

Speaker 4

2:40

Yeah.

Speaker 1

2:43

Okay.

2:43

So yeah, we will we will take that take that off the table then.

2:47

Um, so we'll just focus on the comments then.

2:50

Um so starting out team for e comment, e comment is managed through media manager.

2:57

Media manager is your huntington beach.granicas.com site.

3:02

It's where you kind of have your like your archive library, it has like your encoder data, um, kind of all of that good stuff.

3:11

So you're gonna manage e comment through the media manager site.

3:15

That's Honeyton Beach.granicus.com.

3:18

Um, if anybody needs a log into the site, let me know.

3:21

I know you've been kind of legacy customers of granicus for quite some time, but sometimes we find

Unassigned speaker

3:27

that

Speaker 1

3:27

people don't have a login.

3:29

Um, so if you do need to log into the site, let me know.

3:32

Um, but otherwise, this is the place, like I said, kind of the central place where you're gonna manage all of your comments.

3:40

Um, and this the um the uh body of the comments.

3:45

And so when you log into the site here, um you land on your home screen.

3:49

Okay, so just like normal, you land on your home screen

Unassigned speaker

3:53

here.

Speaker 1

3:53

Um for e-comment, we're gonna be focused on this upcoming events repository here.

4:01

Um so when you publish an agenda from Legistar, um, depending upon when that meeting occurs, so it's either like today or then about the next 30 days, it will show up here under e comments or sorry, under upcoming events.

4:17

And so under upcoming events, you're gonna see a hyperlink for that meeting.

City of Huntington Beach E-Comment System Training - October 23, 2026

This internal training session, held on October 23, 2026, provided a detailed walkthrough of the Granicus e-comment and speak-up modules. Led by Granicus representative Kristen, the session covered system configuration, public access settings, and administrative controls. City staff (including attendees named Donna and Juan) discussed and decided on key implementation choices for e-comments.

Discussion Items

  • Enabling E-Comment per Meeting: E-comment must be enabled on a meeting-by-meeting basis via the Media Manager (huntingtonbeach.granicus.com). The system allows cherry-picking which agenda items accept comments.
  • Speak Up Feature Not Needed: The city confirmed they will not use the speaker registration (speak up) module, and it will remain disabled.
  • Comment Deadline Calculation: The comment cutoff time is set as minutes before the meeting start time (pulled from Legistar). For a 6 p.m. meeting with a 25‑hour advance cutoff, 1,500 minutes must be entered. Staff expressed confusion about closed session start times varying, but clarified the calculation is based on the stated meeting time.
  • Anonymous Comments: The city requires anonymous comment submission (no mandatory account or email). Kristen will coordinate with Brianna to disable email validation requirements.
  • Attachments: Attachments will be disallowed due to security risks and ADA compliance concerns.
  • Comment Visibility and Replies: After debate, the city decided:
    • Allow users to view comments: Enabled – all public comments will be visible to other users.
    • Allow users to comment (on others’ comments): Disabled – users may only submit one independent comment per agenda item; they cannot reply to or discuss others’ comments.
  • Profanity Filter: The city explicitly stated they want to permit offensive language and profanity to avoid First Amendment violations. The default filter must be turned off. Kristen will confirm this with Brianna.
  • Support/Oppose/Neutral Toggle: The system can display a sentiment indicator for each comment. This will be enabled. The percentage breakdown (e.g., 60% support) is only visible to council via the Legislate application, not to the public.
  • Public Access: Once enabled, the public accesses comments via the Legistar Insight page. Comments display as a list under each agenda item.
  • Council Access: Council can view comments through the web-based Legislate application (no longer a native iPad app). Instructions will be provided.
  • User Guides: The city requested printable instructions for citizens on how to use e-comments. Brianna will follow up.

Key Outcomes

  • E-comment will be adopted with the following specific settings:
    • Speak up (speaker registration) disabled.
    • Attachments not allowed.
    • Anonymous comments permitted (email validation to be turned off).
    • Users may view all comments but may not reply to or comment on others’ comments.
    • Profanity filter disabled to allow all speech.
    • Comment deadline set at 1,500 minutes (25 hours) before the meeting.
    • Sentiment toggle (support/neutral/oppose) enabled.
  • Next steps: Brianna will provide user-facing instructions, confirm anonymous comment settings, and verify the ability to disable the profanity filter.
  • The test meeting created during the session was deleted to avoid confusion with the live system.
