The Huntington Beach Planning Commission met on June 12, 2018, at 7:00 PM in Council Chambers. Chair John Scandura and Commissioners Bill Crowe and Connie Mandic were absent, leaving a quorum of four (Commissioners Ray, Garcia, Kalmick, and Grant). The study session was cancelled. The agenda included two public hearing items: a conditional use permit for alcohol sales at Eat at Joe's restaurant and a request for continuance of a proposed assisted living facility.

Public Comments & Testimony
- Eat at Joe's Alcohol (CUP 18-012): Lila Grandamasso, representing the applicant via liquor license agents, spoke in support. She noted the restaurant has operated since 2002 with a Type 41 (beer/wine) license and won an ABC priority drawing to upgrade to a Type 47 (full liquor) license. She respectfully requested approval of the permit.

- Conditional Use Permit No. 18-012 (Eat at Joe's Alcohol): Staff presented the request for on-site sale, service, and consumption of general alcohol within an existing 2,285 sq. ft. restaurant at 7120 Edinger Ave. The restaurant is within the Beach Edinger Corridor Specific Plan (SP-14). Alcohol service would remain indoors, with nearest residences 70 feet south. Conditions of approval from police and staff were included. Commissioner Grant asked about police calls for service; a police representative confirmed no unusual problems. Commissioner Kalmick moved approval, seconded by Commissioner Grant. The commission voted 4-0 to approve (absent members not counted). The decision is appealable to City Council within 10 calendar days.
- General Plan Amendment No. 13-001/CUP No. 13-010/Variance No. 13-005 (Autumn Care Assisted Living): The applicant had requested a continuance to December 11, 2018. Staff preferred a date uncertain but accepted the applicant's request. Commissioner Kalmick moved to continue to December 11, 2018, seconded by Commissioner Grant. The commission voted 4-0 to continue the item.

Um I have a motion from somebody to approve the uh agenda. So moved. Nope. Mike beat me. I'll take the second. Okay, do you guys know who that was? First and second. Grant made the motion. For comments on public hearing items, please speak when at when that item comes up on the agenda, though, so that your comments become part of the entitlement record. All other comments may be given during public comments at the beginning of this meeting. When the secretary calls your name, please come down to the bottom of the stairs and wait for your turn to speak. While it is your turn, approach the podium and wait for the speaker in the other podium to finish. At the beginning of your comments, please state your name for the record and then return to your seat after you're finished speaking. While the planning commission welcomes public involvement and free speech, it rejects comments from anyone that are dis anyone that are discriminatory, defamatory, or otherwise not protected speech. Those comments will not inform nor be considered by the planning commission, or may be cause for the chair to interrupt. Or may cause uh be cause for the chair to interrupt the speak the public speaker. Such public comments will not be cons consented to or otherwise adopted by the planning commission in its discussions and findings for any matter tonight.
