- Zoning Text Amendment No. 18-003 (Zoning and Subdivision Ordinance Update): Staff removed the proposed amendments to the affordable housing ordinance (Section 230.26) for later consideration. The remaining amendments affect five chapters: Definitions, Use Classifications, Commercial Districts, Public-Semipublic District, and Off-Street Parking. Key changes include reorganizing entitlement applications to lower hearing bodies, codifying existing policies, and clarifying code sections. The amendment reclassifies cultural institutions (≤5,000 sq ft) from Planning Commission to Director; government/public safety facilities from Planning Commission to Zoning Administrator; eating/drinking establishments within 300 ft of residential (no alcohol/entertainment) from Director to permitted by right; and tattoo establishments from Planning Commission to Zoning Administrator. The FAR in the CV District is changed to 0.5 to match the General Plan, and new parking standards for convalescent facilities (skilled nursing to assisted living) were added based on Thousand Oaks' model. The Planning Commission voted 7-0 to recommend approval to City Council, as amended by staff.
- Autumn Care Assisted Living (General Plan Amendment No. 13-001, Conditional Use Permit No. 13-010, Variance No. 13-005, Mitigated Negative Declaration No. 13-005): The applicant requested a continuance to a date uncertain. The Planning Commission voted 7-0 to continue the item.

And I'd like to first of all begin with our Pledge of Allegiance to be led by Commissioner Crowell. Please uh join us in the Pledge of Allegiance. Vice Chair Garcia. Here. Chair Scandura? Here. Commissioner Kalmick. Here. Commissioner Mandick. Here. Commissioner Grant. Here. We have a quorum. Okay. Thank you very much. And first of all, welcome to tonight's Huntington Beach Planning Commission meeting. The request to speak forms, late communications, and agenda are located on the table at the entrance of these chambers. If you wish to speak during public comments or a public hearing item, please complete a request to speak form and give it to the secretary in front of the dais. For comments on a public hearing item, please speak when that item comes up on the agenda so that your comments become part of the entitlement record. And all other comments may be given during the public comments at the beginning of this meeting. When the secretary calls your name, please come to the bottom of the stairs and wait for your turn to speak. When it is your turn, approach the open podium and wait for the speaker and the other podium to finish. At the beginning of your comments, please state your name for the record and then return to your seat after you finish speaking. While the planning commission welcomes public involvement in free speech, it rejects comments from anyone that are discriminatory, defamatory, or otherwise not protected speech. These comments will not inform nor be considered by the planning commission and may be the cause for the chair to interrupt the public speaker. Such public comments will not be consented to or otherwise adopted by the planning commission and its discussions and findings for that matter tonight.
