Huntington Beach Planning Commission Meeting - June 23, 2020
The Huntington Beach Planning Commission met on Tuesday, June 23, 2020, at 6:00 PM via teleconference due to the COVID-19 state of emergency. The sole agenda item was a non-public hearing item to determine whether the Capital Improvement Program (CIP) for Fiscal Year 2020/2021 conforms to the city's General Plan. The Commission reviewed the proposed projects, heard from staff, and unanimously approved a resolution finding conformance.

- General Plan Conformance No. 20-001 (Capital Improvement Program for FY 2020/2021) – Staff presented the proposed CIP, a list of projects recommended for planning, initiation, or construction during the upcoming fiscal year. Public Works representative Todd Brussard explained the project solicitation process: departments submitted requests totaling approximately $10 million, but only about $3 million in general fund money was available, with the remainder funded through enterprise funds, developer fees, and other sources. Projects are vetted by engineering, city administration, and the Public Works Commission before reaching the Planning Commission. Commissioner Ray asked about specific projects: the Civic Center fire alarm replacement (a carryover, no work started), Bluff Top Park improvements (path widening with a center stripe, not separate bike/pedestrian lanes), and Central Park group picnic area (shelter removed, playground expanded and made ADA compliant). Commissioner Mandic clarified a typo in the alternative actions (incorrect reference to “conditional use permit”) and inquired about the Police Substation (downtown) and Rogers Senior Center redevelopment. Staff confirmed the Rogers Center is planned as a park with a small building and parking, following City Council direction from February 2020. Commissioner Grant commended the staff for the thorough list.

- City Council Update – Staff reported that on June 15, 2020, the City Council reviewed a pilot program to close the second block of Main Street and asked for further details at a special meeting on June 29. A zoning text amendment for group homes (previously acted on by the Commission) will be on the July 6 City Council agenda. The next Planning Commission meeting on July 14 will include a zoning map amendment for a property on 17th Street.
- Commissioner Comments – Commissioners provided brief remarks: Commissioner Mandic apologized for a misstatement during the Pledge; Commissioner Scandura wished everyone a safe Fourth of July; others had no additional items.

I'd like to call the June 23rd meeting of the Huntington Beach Planning Commission to order. Okay. On March 4th, 2020, Governor Newsom proclaimed a state of emergency in California as a result of the threat of COVID 19. On March 17, 2020, Governor Newsom issued executive order N29-20, which allows local legislative bodies to hold public meetings via teleconferencing and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and address the local legislative body. Pursuant to the executive order, please be advised that some members of the planning commission and city staff are participating in this meeting telephonically or electronically. While the city cannot provide an in-person location for the meeting at this time, property owners, residents, and any interested parties can view the meeting live on HB3 or via live stream on the city's website. Interested parties can also have the opportunity to uh submit comments on any items prior to the meeting. Staff will identify any public comments received at the appropriate time on the agenda. While the planning commission welcomes public involvement in free speech, it rejects comments from anyone that are discriminatory, defamatory, or otherwise not protected speech. Those comments will not inform nor be considered by the planning commission and make because for the chair to interrupt the speaker. Such comments will not be consented to or otherwise adopted by the planning commission in its discussions and findings for any other um uh otherwise adopted by the planning commission uh in its discussions and and findings uh for any matter this evening.
