The Huntington Beach Planning Commission held a regular meeting on July 14, 2020, at 6:00 PM via teleconference due to the COVID-19 state of emergency, as permitted by Governor Newsom's Executive Order N-29-20. Chair Michael Grant presided. All seven commissioners were present: Vice Chair Alan Ray, Commissioners Brendon Perkins, John Scandura, Dan Kalmick, Connie Mandic, and Pat Garcia. The meeting was televised on HBTV Channel 3 and streamed online. No public comments were received for non-agenda items.

Zoning Map Amendment No. 20-001 (Nguyen Properties) – The request sought to rezone two parcels (APNs 023-156-13 and 023-156-14) at 311 17th Street from Commercial General (CG) to Residential Medium High Density – Small Lot Subdistrict (RMH-A). Each parcel is approximately 2,937.50 sq. ft. Staff reported that the change would align zoning with the General Plan land use designation and surrounding residential neighborhood, reversing a 1993 rezoning that was found inconsistent with the General Plan. The site currently includes a vacant commercial building (311) and a vacant lot (309). Staff recommended approval.

Key Outcomes
- CEQA Exemption (7-0) – Commissioner Perkins moved, and Commissioner Scandura seconded, to find the project exempt from CEQA pursuant to Section 15183 (Projects Consistent with an Adopted General Plan). The motion carried unanimously.
- Zoning Map Amendment Approval (7-0) – Commissioner Scandura moved, and Commissioner Perkins seconded, to recommend approval of ZMA No. 20-001 with findings and forward the draft City Council Ordinance to the City Council. The motion carried unanimously.
- Staff Report – Staff noted that the City Council on July 6, 2020, had approved a zoning text amendment for group homes previously recommended by the Planning Commission. The next Planning Commission meeting is scheduled for July 28, 2020, with no items currently on the agenda.

I would like to call the June 14th meeting of the Huntington Beach Planning Commission to order. On March 4th, 2020, Governor Newsom proclaimed a state of emergency in California as a result of COVID-19. On March 17, 2020, Government Governor Newsom issued an executive order in 2920, which allows a local legislative body to hold public meetings via telephone tele teleconferencing and to make public meetings accessible telephonically or otherwise electronically to all members of the speaking public. Speaking to observe and to address uh the local legislative body. Pursuant to the executive order, please be advised that some members of the planning commission and city staff are participating in this meeting telephonically or electronically. While the city cannot provide an in-person location for the meeting at this time, property owners, residents, and any interested parties can uh view the meeting live on HBTV Channel 3 or via live stream on the city's website. Interested parties also had the opportunity to submit comments on any prior on any items prior to the meeting. Staff will identify any public comments received at the appropriate time on the agenda. While the planning commission welcomes public involvement and free speech, it rejects comments from anyone that are discriminatory, defamatory, or otherwise not protected speech. Those comments will not inform nor be considered by the planning commission and may be cause for the chair to interrupt the speaker. Such comments will not be consented to or otherwise adopted by the planning commission in its discussions and findings for any other matter tonight.
