The item we will discuss tonight is the 2021 through 2029 housing element update and the associated implementation actions to accommodate the RENA.

So, first, there are two main components of the housing element update overall.

First is the housing element document itself.

This is a planning and policy document, and it's a mandated element or chapter of the city's general plan.

The implementation actions of the housing element are what is necessary to accommodate the city's plan for housing through zoning.

The implementation actions propose zoning overlays that don't change the base zoning designations of a property.

The arena gives every jurisdiction a quantified housing need by income category.

As you can see, the total number of units to demonstrate zoning capacity for is 13,368 units.

Just about 5800 of those units are for very low and low income households, about 2300 are for moderate income households, and 5,215 for above moderate.

So this table shows an overall breakdown of the city strategy to accommodate the RENA.

The housing element shows that the city is not able to meet the RENA through projects that are approved or pending and will be occupied during the planning period, ADUs and the hotel motel conversions.

Therefore, the proposed affordable housing overlays are needed in order to demonstrate adequate zoning capacity for the RENA.

And that very low and low income unit need number is really what drives a lot of the sites analysis.
