The Huntsville City Council held its regular meeting on Thursday, October 10, 2024, at 5:30 PM in the City Council Chambers. Discussion Items
Huntsville Utilities Electric Rate Increase (Item 17a)
- Wes Kelly, CEO of Huntsville Utilities, presented a detailed proposal for an approximate 5.2% rate increase, implemented in two phases: 3.9% effective January 2025 and 1.3% effective October 2025. The increase would add $3 to the residential availability charge and raise the per-kWh rate. Kelly explained that inflation, rising material costs (transformers up 100%, wire up 74%), and increased demand for infrastructure improvements necessitated the increase. He noted that 57% of customers live within Huntsville city limits and that the utility’s rates are among the lowest in the TVA region. The council discussed the impact on low-income customers, predictability, and the need for a five-year plan without further increases. Councilmember Keith moved to postpone the decision to the October 24, 2024, regular meeting, which was seconded and passed unanimously.
Sanitation Fee Amendment (Item 21a)
- Penny Smith (Finance Director) and Chris McNeese (Public Works Director) introduced an ordinance to amend Chapter 22 of the City Code, updating operational language and proposing a rate increase for solid waste collection. The last fee change was in 2010. The proposed increase: $5 per month for residential service (from $16.50 to $21.50) effective January 2025, and an additional $3 in January 2027 (to $24.50). The study by Raftelis indicated the full cost is $24.50, but the phased approach was chosen to soften the impact. The ordinance also adjusts special rates for low-income households and raises rates for extra cans (from $3 to $9) and commercial services. The introduction was accepted; the item will be voted on at the next meeting.

Good evening, everyone. It's 5:30. It's October 10th, 2024, and we're meeting in the City Council Chambers of Huntsville, Alabama, and all council members are present. Welcome you all who are here with us tonight, and also those who are watching online and on television. Um, this meeting is now called to order. And we will begin with an invocation offered by the Huntsville, Alabama Public Safety Chaplains, uh Chaplain Lacey, and then that'll be followed by the Pledge of Allegiance led by Councilmember John Meredith. So please stand as you're able. Let's pray. Father God, we thank you just uh for the land we live in, and we don't take for granted that we have freedoms that uh many people can only dream about in other countries. And Father, we know with that great blessing comes great responsibility. So, God, we pray for your wisdom on our leaders, on our mayor, on our city council members, that you will direct them, you'll give them wisdom, you'll give them insight that we can be a city that's blessed, so we can be a blessing to others.
