Huntsville City Council Organizational Meeting – November 4, 2024
On November 4, 2024, at 5:00 p.m., the Huntsville City Council held its organizational meeting in the council chambers at Huntsville City Hall. All council members were present. The meeting was called to order by the outgoing president, who declared all offices and committee assignments vacant and yielded the chair to the city clerk to preside over the election of the new president and third presiding officer. After elections, the new president presided over the remainder of the meeting.
Election of Officers
- President: Councilman Clay Watkins nominated Dr. Robinson. No other nominations were made. The chair voted in favor, and Dr. Robinson was elected as president of the City Council.
- Third Presiding Officer: Councilman David Little was nominated for the position. A vote was taken: Dr. Robinson voted aye, but Mr. Little passed, Ms. Watkins passed, and the chair abstained. The nomination did not pass. Councilman Bill Kling was then nominated. The vote was: Ms. Watkins aye, Dr. Robinson aye, Mr. Little aye, Mr. Kling (presumably aye), and the chair aye. Mr. Kling was elected as third presiding officer.
Good of the Order
- Councilmember Watkins requested that the president reinstate the practice of recording citizen comments. The new president agreed to do so and directed the communications department to continue broadcasting the second round of public comments live until adjournment.
- Councilmember Kling offered congratulations to re-elected officials: Mayor Battle, the new president Dr. Robinson, and Councilmember Watkins, noting that she is the first African American woman elected to the Huntsville City Council. He expressed optimism for a diverse and collaborative team.

All right, good evening, everyone. It is November fourth, five o'clock, and I'm calling this order, or excuse me, calling to order this organizational meeting of the City Council of Huntsville, Alabama. We are meeting in the council chambers in Huntsville City Hall, and all members of City Council are present. At this time, I declare all offices and committee assignments vacant and yield the chair to the city clerk to preside over this meeting until the president or pro president pro tempore is elected, at which time that new officer shall assume the chair and preside over the remainder of the organizational meeting. Are there any further nominations? Hearing none, nominations are now closed. And Councilman Clay. Watkins. Aye. And the chair votes aye as well. Thank you and congratulations, Dr. Robinson. At this point, I'd like to open up the floor for nominations for third presiding officer. I nominate David Little. Are there any other nominations? I will nominate Bill Clang. Are there any other nominations? At this time, I will declare the nomination process closed. We will start the vote with Mr. Little. If Mr. Little receives the uh majority, we will not move on to vote on Mr. Clang. Aye. All right. We know how Mr. Little votes. Um sorry. Dr. Robinson. Mr. Clang. And uh Ms. Robin. Uh, sorry, uh, Ms. Watkins. I'll pass. And the chair uh will abstain as well. Um so at this time, uh, that nomination did not pass. We will move on to nomination for Bill Cling to be third provider presiding officer, Miss Watkins. Yay. Dr. Robinson. Aye. Mr. Little. Aye. Mr. Kling. And the chair votes aye.
