Huntsville City Council Regular Meeting - January 23, 2025
The Huntsville City Council held its regular meeting on January 23, 2025, at 5:30 PM in the City Council Chambers. Council President John Meredith presided with members Jennie Robinson, Michelle Watkins, and David Little present; Bill Kling was absent. The meeting included public hearings, approvals of rezonings and annexations, a presentation on a debt issuance, and introduction of several ordinances. Notable discussions centered on the annexation of 394.93 acres for a major mixed-use development (Westmoore Landing) and a renewed Memorandum of Understanding with Breeze Aviation to add direct flights.
Consent Calendar
- Approved the agenda, minutes of January 9, 2025, and multiple routine resolutions and ordinances en bloc, including travel expenses, donations, low-bid contracts, a settlement of a lawsuit, various CDBG agreements with nonprofits, and other administrative items. (Items 20a-20c, 20e-20z)
- Approved reappointment of Kevin Gray to the Public Library Board.
- Approved acceptance of utility/drainage and sidewalk easements from Home Depot and Della’s Delights.
- Approved surplus declarations and annexations of 6.11 acres (Buchanan) and 394.93 acres (Westmoore Landing) – the latter with a 3-1 vote (Watkins opposed).
- Approved a resolution to set a public nuisance hearing for February 13, 2025, for 3602 Drake Ave SW.

- Zoning of 30.67 acres at Little Cove Rd / Cobble Farms Dr to Residence-2 District – no public comment.
- Rezoning 1.13 acres at Governors Dr / Brahan Ave from R-2B to Neighborhood Business C-2 – corrective measure to align with adjacent development.
- Rezoning 19.35 acres at Bell Rd / Bell Manor Dr from R-1B to R-2 – with plat restriction for single-family detached only; approximately 70 homes planned.
- Rezoning 1.77 acres Pulaski Pike / Bob Wade Lane – swap of C-4 and R-2 districts – corrective measure for an existing subdivision.
- Amendment to Air Pollution Control Rules and Regulations – updates to align with federal regulations, no significant changes.
- Special shuttle bus license for White Executive Concierge LLC – one shuttle for premier chauffeur services.
- Special shuttle bus license for Wilcot Entertainment d/b/a Mobile Mayhem Tours LLC – one shuttle for informative/entertaining tours.
Public Comments & Testimony
- James Administrator (agenda-related) – Commented on the proposed vehicle noise ordinance (Item 21d), expressing concern that a $50 fine for first offense is too low and requested placement of Flock surveillance cameras with audio at Lee and Stanley intersection to address excessive noise from modified vehicles. Councilmember Robinson clarified the ordinance is only introduced and will be voted on next meeting; suggested contacting HPD.
- Michael Jones and Brenda Jones Elliott (second roster) – Described a historical claim that their grandparents’ land (now UAH property) was taken under fraudulent circumstances in 1958, with alleged forged signatures. They requested the city establish a commission to investigate and provide restitution.
- Duane Vanderhelm (second roster) – Reported severe creek erosion on his property in Saddle Tree subdivision, stating previous riprap efforts failed, and requested assistance.
- Dr. Marissa Allison (second roster) – Expressed public health concerns due to federal data shutdowns and urged the city to partner with HudsonAlpha for wastewater surveillance to track COVID, flu, and H5N1.
- Sarah M. Colletti (second roster) – Delivered a critical speech addressing various city actions, including the downtown walking bridge project, housing, and policing; she urged council to consider the broader impacts.
Discussion Items
- Finance Committee Report (Debt Issuance) – Penny Smith, Director of Finance, presented an overview of upcoming debt issuances totaling approximately $36-39 million. This includes $6-8 million for the Public Building Authority (city hall project) through a negotiated underwriting (Raymond James), and $30 million for the Von Braun Center plus $63.5 million refunding of existing debt – all competitive market offerings expected to save $3.5 million in interest. No council questions.
- Westmoore Landing Annexation (19d) – 394.93 acres along AL Hwy 20 and I-65. Councilmember Watkins expressed concerns about capacity for Huntsville City Schools, especially regarding travel distances from the western edge of the city. Shane Davis (Urban Development) noted the development is contingent on a new school being built (land donated by same landowner) and that utility and public safety investments have been made. Councilmember Meredith touted the project as a flagship for western growth. Approved 3-1 (Watkins opposed).
- Breeze Aviation MOU (20d) – Resolution to renew and expand MOU with Breeze Aviation Group, increasing from 2 to 6 direct flights (Tampa, Orlando, Las Vegas, New York/Newark, Los Angeles, Charleston). The base incentive payment remains the same, but Breeze must meet 24 flights/month minimum; the city retains control over destinations. Shane Davis presented the benefits, including recent addition of Delta non-stop to LaGuardia. Approved unanimously.
- Introduction of Ordinance to rename Office of Diversity, Equity, and Inclusion to Office of Multicultural Affairs (21a) – Passed with unanimous consent and approval. Councilmember Robinson explained the renaming refocuses on broader community engagement.
- Introduction of Ordinance for Classification and Salary Plan (21b) – Consequential change to reflect the new office name. Approved with unanimous consent.
- Introduction of Ordinance amending Investment Policy (21c) – Technical update to Code of Ordinances. Referred to February 13, 2025 meeting.
- Introduction of Vehicle Noise Ordinance (21d) – Introduced by Councilmember Robinson; establishes fines for loud modified vehicles. Will be voted on at the next meeting. Referred to February 13, 2025.
Key Outcomes
- Lifesaving Medals Awarded – Mayor Battle and Police Chief Giles presented plaques and challenge coins to Chris Baker and Jamie Godwin for rescuing a nursing student from a burning vehicle on November 18, 2024.
- Board Appointments – Kevin Gray reappointed to Library Board. Tom Anderson’s appointment to Constitution Village Board died for lack of a second. Nominations made for Chakravarthy Deverapalli (Police Citizens Advisory Council), Remelus Bowden (Human Relations Commission), Janice Vaughn (Constitution Village Board), Dexter Strong (Constitution Village Board, nominated by Little, co-sponsored by Meredith), and James Flinn (Special Care Facilities Financing Authority).
- Consent Agenda – All new business items except 20d were approved in one motion.
- Debt Issuance Timeline – Pricing dates set for February 5-6 (PBA) and February 13 (competitive). Council will vote on final issuance at a later meeting.
- Public Hearing Set – For 3602 Drake Ave SW nuisance, scheduled for February 13.
- Unfinished Business – All items (surplus, annexations) passed.
- Mayor’s Comments – Noted MLK Day events, Arts Huntsville grant distribution of $300,000 to over 30 organizations.
- Councilmember Comments – Recognitions for winter weather response, upcoming town halls (Robinson Jan 28, Watkins Feb 18, Meredith Feb 18 and Feb 4 Presidents Forum), and other updates.

Good evening. It's 5 30 p.m. on Thursday, January 23rd, 2025. And we are meeting in the Huntsville City Council Chambers for the regular meeting of the City Council. We will start our meeting tonight with an invocation offered by uh Ethan Ryan of the Huntsville, Alabama Public Safety Chaplains. That will be followed by the Pledge of Allegiance, which will be uh led by Scout Troop 340. If you'll please stand if you are willing and able. Let's pray. Our Father in Heaven, though I do just thank you for this time that we can gather together, Lord, as a city. Lord, I thank you for the time that we can speak to our representatives. But Lord, I thank you so much for how they serve the city. I thank you for the other public servants. I thank you for our first responders, our police officers and firefighters, paramedics, Lord, all those who place their life on the line every day for us. And Lord, that we would also be servants of the city. Lord, that uh you would bless it and you would grow it as you see fit. And Lord, I pray that we would just lean out on our own understanding, but trust in you in all things, especially here in this meeting now. Uh Lord, as different decisions are made, I pray that uh we completely trust in you and in your guidance. In Jesus' name I pray. Amen. And to the Republic for which it stands. Thank you, gentlemen, very, very much. And uh kudos and thank you, uh, Leader Will Jenkins. Thank you. Uh we are gonna approve the agenda. Um do want to mention um that um a couple of my colleagues have asked that we um consider an item on the agenda that's items or actually two items that's item 21A and 21b uh be considered uh in this council meeting, and that action will require unanimous consent when we get there. Uh this is uh usually we have officers who have saved citizens' lives out there, and today we have some people who stepped up and uh did some very brave things for us, and we want to recognize those people tonight.
