Um we will begin our meeting tonight with an invocation led by Chaplain Cheryl Keeler, followed by the Pledge of Allegiance led by uh Dr.

Father, in Jesus' name, we come before you, Father, and we thank you, Father, so much for our nation.

We thank you for the freedoms that we enjoy, Father.

We thank you for our government that we have, Father.

And it says in your word in Romans chapter 13 that we should be subject to the governing authorities, and there's no authority except from you, and the the authorities that are exist are because of you, Father.

And I thank you for this counsel, Father.

Uh, you said in your word in First Timothy chapter two, pray for kings and all who are in authority that we may lead a quiet and peaceable life in all godliness and reverence.

And you also said in Proverbs, where there is no counsel, the people fall, but in the multitude of counselors there is safety.

So tonight, Father, we lift up Mere Battle and the members, the men and women of this council, Father, that are serving and that have been gifted and talented, Father, and the skills that they have, Father, to lead and to and to uh uh represent the people that elected them, Father.

We just pray, Lord, that every decision that's made, Father, that all the opinions and voices that need to be heard will be heard.

Huntsville City Council Regular Meeting - April 10, 2025

Public Comments & Testimony

Robbie Bailey (owner of 301 Salem Dr.) requested additional time to organize a demolition team for her fire-damaged home, which had been declared a public nuisance. She stated she lost her dog in the fire and barely made it out. The council noted the property was declared unsafe in August 2023, and staff agreed to work with her, ensuring no demolition would start within 30 days.
David Snyder (Huntsville resident) expressed support for the local library and urged the council not to issue a notice to vacate for homeless individuals on Derrick Street, criticizing the city's sanctioned camp plan and shelter conditions. He also opposed proposed First Amendment audit restrictions.
Alyx Kim-Yohn (District 3) warned of potential federal funding cuts to the Huntsville-Madison County Public Library (HMCPL) via the Institute of Museum and Library Services and Alabama Public Library Service (APLS), citing the loss of programs like ReadySet Kindergarten and STEM kits. They estimated an annual cost of approximately $75,500 (including bins, training materials, collection, and maintenance) and noted that the city's annual school budget is about $406 million. Huntsville Utilities Gas Main Relocation: Authorized approximately $2 million in gas main relocations along Winchester Road, with $200,000 for design in FY25 and the balance in FY26. Unanimously approved.
Legal Department Items: Authorized vacation of a utility and drainage easement at 905 Mark C. Smith Drive. Accepted a 0.096-acre tract for a natural gas supply easement for Stadium Commons Land Condominium.
Unfinished Business: Approved amendments to business license reporting threshold (from 10% to 35% for multiple lines of business), declaration of surplus equipment for auction, classification and salary plan ordinance, and budget ordinance modifying authorized strength of departments.
New Business Introductions: Introduced ordinances to name the new Martin Road recreation center as West Huntsville Recreation Center, annex 1.14 acres west of Old Big Cove Road, and amend the towing ordinance.
