Uh Father God, what we participate in this evening uh is what many people around the world wish they could do, uh representative government, and we're privileged to live in a country where we enjoy that.

Uh tonight um I have the great honor of presenting a proclamation uh to an exceptional young leader, uh Miss Skylar Hurst.

Uh Miss Skyler is the 2025 Youth of the Year for the Boys and Girls Club of North Alabama and first runner-up for the Alabama State Youth of the Year, where she competed against at least 10 other boys and girls clubs across the state.

Uh before I read a portion of the proclamation, um, I want to take a moment uh to reflect on the power of community uh and the mentorship that many of our community leaders provide to our youth, um, especially in shaping um how they develop and how they reach their fullest potential.

Um I've had the privilege of knowing uh Mr.

Edwin Lightbourne who helped Skylar prepare for her competition um for this for this uh youth of the year competition.

And I've known Mr.

Edwin for about 15 years when I was in high school, just like her, um serving as a tutor and a volunteer uh for boys and girls clubs as a as a as a tutor for the students that were there as Mark Mahomes.

Um it meant a whole lot for me to have a mentor like Mr.

Edwin Lightborne.

That experience, like so many others, uh, reminds me of how vital it is to have a village, a network of support, encouragement, and accountability uh to help young people not only dream, but also to achieve.

Um, Schuyler's story is a testament to what happens when talent meets opportunity and when caring adults show up, pour into and stand beside our youth.

Skylar had a speech that she gave during her uh her time in competing for uh youth of the year.

And she talked a lot about the environment that we live in.

You can't control where what family you're born into.

What oftentimes you can control is the environment you sound you surround yourself with.

Personnel Hearing for Katrina Brady (HPD): Council voted 3-2 to uphold the termination of Katrina Brady from the Huntsville Police Department. Councilmember Watkins expressed serious concerns about the fairness of the hearing, citing late receipt of an unorganized packet, and stated that Brady was targeted for using an office to lactate and for being written up after being sent home by employee health. Voting aye: Robinson, Kling, Little. Voting nay: Meredith, Watkins.
Public Hearing on Nuisance Property: A public hearing was held for property at 4303 Blue Spring Road NW. The resolution authorized assessment of $10,851 for junk nuisance removal. Approved unanimously.
Public Hearings Set for June 26, 2025: Three items were set for future public hearings: (1) zoning of 20.80 acres on Miller Lane to Residence 2 District; (2) zoning of 91.69 acres on Bibb Garrett Road to Commercial Industrial Park District; (3) amendment to Flood Hazard District Regulations regarding equipment in the flood fringe district. All approved unanimously.
Point of Order – Hospital Board Appointments: Councilmember Watkins raised a point of order regarding the April 24, 2025 vote on board appointments to the Health Care Authority of the City of Huntsville. She argued that the CEO of the hospital system improperly influenced the slate of nominees. City Attorney Trey Riley stated that the process followed state law and that no procedural irregularities occurred. Council President Meredith declined to affirm the point of order, citing concerns about opening the council to a lawsuit, but committed to establishing a clearer process moving forward.
Summit on Monte Sano Flooding: Councilmember Little requested an update from Shane Davis, Director of Urban Economic Development, on flooding that occurred on May 2, 2025. Davis explained that an intense rain event (1.3 inches in 30 minutes) caused localized flooding downstream of the Summit development. Construction of retention berms was incomplete. A stop work order has been issued until all stormwater infrastructure is fully operational. The development's design includes diverting water from a natural drainage channel, and the density was reduced through a planned development process.
Swancott Road Water Main Change Order: Huntsville Utilities requested approval of an additional $894,433.28 for a 16-inch water main replacement due to encountering concrete and rebar. The change order is within budget. Approved unanimously.
Speed Limit Ordinance Update: The council approved an ordinance updating the street schedule for speed limits. Councilmember Watkins asked about notification for residents in affected areas. The city will post signs within 30 days, and citations will only be issued after signs are posted. She requested temporary digital signs to give advance notice of speed limit changes; traffic engineering will consider.
Bob Wade Lane Property Option: The council authorized an option to purchase approximately 17 acres along Bob Wade Lane, adjacent to 42 acres already purchased by the city. The land is at the intersection of North Memorial Parkway and the new northern bypass. The city plans to combine parcels for a major development project and expects to be budget neutral after selling the land. Davis noted that Food City and Starbucks nearby are scheduled to open June 28, 2025.
