The Huntsville City Council met on Thursday, May 22, 2025, at 5:30 PM in City Council Chambers. Councilmember David Little was absent. Mid-Year Budget Presentation: Finance Director Penny Smith presented a mid-year budget update. Sales tax revenues are down approximately 1% ($2 million) compared to the prior year. Lodging taxes are up 10%. PILOT payments are ahead of budget. The proposed budget adjustments include a $3.2 million revenue reduction and $528,000 expenditure increase, resulting in a $3.7 million deficit to be covered by departmental savings and fund balance. Councilmembers discussed impacts on capital projects (no cancellations expected, potential delays) and the outlook for the next fiscal year.

Sewer Rate Ordinance Introduction (Item 21c): Shane Davis, Director of Urban and Economic Development, presented a proposal to increase sewer rates for the first time since 2005. He outlined the need for $150 million in capital improvements over 10 years due to aging infrastructure (average treatment plant age 48 years), regulatory requirements, and inflation. The proposed rate increase would raise the average monthly residential bill from $24.15 to $29.15 in the first year, with smaller increases in 2026 and 2030, reaching $39.15 by 2034. Huntsville's current rates are well below regional and state averages. The ordinance was introduced and will be considered at a future meeting (June 12, 2025).

It's 5 30 p.m. on Thursday, May 22nd, 2025, and I would like to welcome you to the regular meeting of the Huntsville City Council. For the record, Councilmember David Little is not with us tonight. And we will proceed without him. Please stand and rise for the invocation and pledge if you are willing and able. Let's pray together. Heavenly Father, we come again and just thank you, Father. Thank you for this nation. Thank you, Father, for our representative form of government that we have throughout this nation at the federal, state, and local level. And I want to thank you, Father, for this city. I want to thank you, Father, for the men and women and mere battle that make up this city council, Father. I pray blessing on them. I pray wisdom and discernment over there tonight over them tonight, Father, as they look at the issues, look at the questions, look at some of the things that need that need to be dealt with or need to be addressed in the governance of our wonderful city. And I thank you for them. I thank you for their families, Father. I just pray your safety over them while uh these members of the council are here. And I want to specially thank you, Father, that these council, uh this council chamber looks at it as an important thing to do to seek your wisdom and guidance by opening in prayer. I just thank you so much for that. And I just just pray, Lord, that you just bless them tonight, Father, as they represent the constituents that that um elected them, Father, that everything that's done uh will be done to glorify you, to honor you, and to do what's best in the best interest of the of the uh citizens of this great city, Father. And I thank you for each and every person in the audience, each and every person in the side wings, wherever they are, Father, whatever business they have tonight. I just pray, Father, that your will will be accomplished in all that's done for goodness and mercy, Father, for that's what you want. And I thank you, Father, that in the multitude of counselors there is safety as as each of these men and women bring different skill sets, different perspectives, different ideas and different talents and and and a different type of wisdom, Father, that we need to consider. So, Lord, just bless this meeting, we pray. Bless everyone here as as as we meet, and then as we go home as you keep everyone safe. And Father, uh, I just pray that you bless those folks that were impacted by the storms a couple nights ago specially, Father, that you would just continue to minister and bless them with all the resources that that uh uh is being used for them tonight, we pray. And thank you, and we pray these things in the name of our Lord and Savior, Jesus Christ. Amen. Amen. Please face the flag.
