To uh since the beginning of um the music office's inclination when we launched Huntsville Music Month in September to uh make sure that Jazz in the Park is a pillar of that month.

And so a reminder, these concerts are free and open to the public and the new venue of Big Spring Park West, which means whether you're a jazz official in auto or just curious, there is a space for you out there, and that's what we want to keep building a music ecosystem where everybody feels welcome and we're attracting world-class talent.

The Huntsville City Council met on August 28, 2025, at 5:30 PM in City Council Chambers. Council President John Meredith was absent; Councilmember Jennie Robinson served as President Pro Tem. Public hearings set for September 11, 2025: nuisances at 1013 Kinsey Dr. SE and 3506 Gay St. NW; and for September 25, 2025: zoning of 572.48 acres (Harris Farm) to R-2, R-2B, and C-4.
Finance Committee report: expenditures of $29,230,483.04 approved.
Board appointments: Sasha Irby to Community Development CAC, Claude Moore reappointed to Board of Examinations and Appeals, David Blair to Police Citizens Advisory Council. Youlanda Caudle nominated for Police CAC (vote at September 11 meeting).
Unfinished business: Ordinance amending Animal Services fee schedule approved; Ordinance declaring surplus property for auction approved.

- Joy Johnson (Huntsville) expressed concerns about the Peter Fagan Railroad Bridge project (20i), code enforcement software (20m), FTA grant (20s), and Skyfire AI contract (20x). She opposed AI use and requested more information.
- Geoffrey Angle (Sherwood Park, North Alabama Democratic Socialists of America) opposed the Skyfire AI contract extension, arguing it expands surveillance and costs $25,000/month that could fund 8,000 school meals.

Finance Report: Penny Smith presented July financials. Sales and use tax revenue is 0.7% below prior year but under revised budget. Lodging tax up 6%. General fund expenditures at 79% of budget, projecting $9 million surplus. City remains financially stable with strong reserves.

- 20f (Tollgate Trail Improvements): Contract with Grayson Carter & Son for $1,760,731.31. Trail will be hard-surface along old tollgate roadbed, connecting parking lot to Fern, funded by city, land trust, and HU.
- 20i (Peter Fagan Railroad Bridge): Engineering inspection contract with CSR Engineering for FRA-required oversight during bridge replacement, part of larger flood mitigation/park project.
