Meeting Transcript
Thank you. All right, call to order. This is a public hearing of the Metropolitan Board of Zoning Appeals, Division Two. I am Mark Young, Chairperson of Division Two. Due to the recent executive orders issued by Governor Holcomb and Mayor Hawkshead regarding the COVID 19 guidelines and restrictions, administrative and legislative bodies have been granted the authority to conduct meetings electronically. As such, the Board of Zoned Appeals is conducting today's meeting electronically. I will now ask the board members to verbally confirm that they can see and or hear the other participants. Present and I can hear you and see you. I can see and hear you. Thank you very much. Uh Alicia Ruder. Alicia Reuters, I can hear and see you. Heather Steffen, senior specialist and secretary to the board, can you please confirm that you can see and hear the other participants? I can indeed see and hear the other participants. With the following DMD and corporate corporation council staff members, please identify themselves and confirm that they can see and or hear the other participants. Larry Callaway, Principal Planner Two. Matt Pleasant, current planning administrator. I am here. And legal counsel for the board today, Chris Steinz. Here, audio and video. Thank you. That means on any given vote, I will individually read each board member's name and ask them to first state their name and cast the vote. Yes or no. Also using this electric format, things seem to go smoother when board members pause momentarily after unmooting after unmuting their microphone and beginning to speak. Lastly, when making motions or seconding motion, please identify yourself by name. Does everyone understand? Are there any questions? I understand. The board recognizes that the outcomes of these cases have significant impact on the quality of life of our people and places in Indianapolis. We want to ensure that all sites are given an adequate opportunity to provide comment and represent their interests. The board, along with the Department of Metro Development, and other city agencies will continue working to ensure that zoning petitions can be heard effectively, given the situations we find ourselves in. While DMD and other staff have been diligently working to provide an electronic meeting format, it should be acknowledged that we still need a bit more time to ensure we have a fully functional and effective public hearing process. We're just not there right at this moment. Therefore, I ask board specialist Heather Stefan to read to the record. All non-expedited petitions, after which I will ask the board for a motion to move all non-expedited petitions, the May 19th, 2020 meeting date without additional notice. 2019 DV2035, 2222 Bluff Road and 357 West Braymond Street, Center Township, Council District 16. 2019 UV 2009.
