Discussion Items
Petition 2021 DV2 061 – 1846 West Banter Road and 6215 Lake Haven Lane David Gilman, representing R.H. Marlin Inc., requested a variance to allow outdoor storage of large equipment on 100% of the property. The company, celebrating its 100th year and employing 75–100 people, had been impacted by the I-69 expansion, losing a portion of its property to right-of-way acquisition. The site is in a floodplain, and the petitioner argued that heavy equipment would damage hard surfaces and that flood restrictions made other development impractical. Staff recommended denial, citing the I2 zoning limit of 25% outdoor storage and the environmentally sensitive area. The board voted 5-0 to approve the variance with written commitments including best management practices for detention, no major repairs outdoors, and hard-surfaced internal drives.
Petition 2021 UV 2021 – 2107 North Riley Avenue Andrew Merkley, on behalf of the Office of Public Health and Safety (OPHS), requested a use variance to establish a temporary homeless shelter for women and families. The shelter, operated with Indianapolis Public Schools and Wheeler Mission, will have capacity for up to 234 individuals and will be staffed 24/7. The temporary use was amended to run through June 30, 2022. Staff recommended approval, noting the use is compatible with the comprehensive plan and preserves future redevelopment options. The board voted 5-0 to approve.
Key Outcomes
- All five special requests/continuances were granted by unanimous votes.
- Petition 2021 DV2-061 (outdoor storage variance) was approved 5-0.
- Petition 2021 UV 2021 (homeless shelter use variance) was approved 5-0.
- The board adopted findings of fact for a prior petition (2021 DV2-018) heard at an earlier hearing.
- The meeting was adjourned.
