The Metropolitan and Economic Development Committee of the Indianapolis City-County Council met on Monday, July 14, 2025, at 5:30 p.m. in the Public Assembly Room. The committee considered eight items: one reappointment, three affordable housing PILOTs, one postponement, and two tax abatements. All but one item were approved; Proposal 184 was postponed at the request of the district councilor.

Public Comments & Testimony
- On Proposal No. 184 (Canal Village III PILOT), developer Gary Hobbs (President/CEO of BWI) spoke in support, noting that 150 families are on the waitlist and that delay could jeopardize the project due to tax credit expiration deadlines. He addressed past compliance issues, stating a penalty was paid for COVID-era miscommunication, and that an MOU with the community had been signed and is being honored. Several supporters stood to show backing; a few remonstrators were also present but did not speak.

- Proposal No. 210, 2025 – Tax abatement for Thunderbird CC Land Partners (speculative industrial development). Presented by Kathy Battle (DMD) and Vincent Ash (Louth Group). A $110 million investment in four phases (250,000 sq. ft. each) on English Avenue, committing to 200 jobs at $18/hour wage floor. The abatement is 50% over 8-10 years. An inclusivity plan allocates $300,000 to forest preservation and workforce development at Walker Career Center. Supported by Councilor Hart (District 20). Approved unanimously.
- Proposal No. 211, 2025 – Tax abatement for Roche Diagnostics Operations (campus expansion). Presented by Scott Wilson. A $550 million investment ($145M real, $405M personal property) to expand continuous glucose monitoring manufacturing. Retains 2,600+ jobs and creates 650 new jobs with an average salary of $80,000+. Includes a $2 million commitment to EmployIndy. Supported by Councilor Roberts (District 4). Approved unanimously.
- Proposal No. 212, 2025 – PILOT for Monon 35 - Phase I (200 affordable housing units). Presented by Sullivan Development. Located on Sutherland Avenue, a $47 million project with 200 units at 60% AMI. Includes walking trails, dog park, and on-site services. All 200 units are affordable. Approved unanimously.

Ron Gibson, District 8. Thank you, Madam Chair. Councilor Jared Evans, representing District 17. Good evening, Madam Leader LeWay Robinson representing District 1. Good evening. My name is Maggie Lewis. The first item on our agenda is proposal number 209. Reappoints Daniel Moriarty to the Metropolitan Development Commission. Do we know Madam Clerky if he's going to be here? Yep. If you please come forward and share why you're interested in continue to serve in this capacity. Thank you, Madam Chair. My name is Dan Moriarty. I'd like to be reappointed. If that's your wish. My idea is that it's probably the most important asset we have. I like to see that its utilization is the best possible for not only the applicants, but also the community and the city as a whole. Questions, comments from counselors. Yes, Councilor INA. I just wanted to uh take a moment to thank uh Mr. Dan Moriarty for his service this far to the board uh to the Metropolitan Development Commission, and what I hope to be is his continued service to the commission. I'm very proud of the fact that Mr. Moriordi is a uh a constituent of mine in Prairie Township District 22 and has represented not only the district uh but also the township and the greater south side on the Metropolitan Development Commission, but really been a great voice for all of those throughout Indianapolis and Marion County. So uh Dan has an extensive background and uh resume that's I'm sure been shared with all of us this evening and the agenda packet. And uh we just so appreciate that you put that to use serving uh members uh and uh constituents across the city and county uh in this way. So I look forward to supporting you, Dan. Thank you.
