Um this evening I've got uh uh 20 proposals before you, which is uh not real common, so uh I'll try to get through these as as quickly as possible.

Um proposal number 377 2025 authorizes uh limitations on U-turns for northbound to southbound traffic on Holt Road at Michigan Street, that is District 16.

Proposal number 378 2025 authorizes a speed limit reduction to 25 miles per hour on all local streets bounded by Raymond, Troy, Keystone, and Shelby Streets, that is District 19.

Proposal number 379 2025 authorizes a speed limit reduction to 25 miles per hour on the Cleed Street from Washington Street to the South Dead End, that is District 17.

Proposal number 380 2025 authorizes a speed limit reduction to 25 miles per hour within the Bluff View Meadow North and South Subdivisions, District 22.

Proposal number 381 2025 authorizes the removal of no parking restrictions, uh the removal of no parking anytime tow zone restrictions on the west side of Illinois Street between Merrill Street and South Street, District 18.

Proposal number 382 2025 authorizes a speed limit reduction at 25 miles per hour within the Glicks Post Road Subdivision District 14.

Proposal number 383 2025 authorizes a speed limit reduction to 25 miles per hour on Bradston Way between Edgewood Avenue and Shelbyville Road, that's District 24.

Proposal number 384 2025 authorizes a no U-turn restriction for northbound to southbound Emerson Avenue at Nogle Way, District 25.

Proposal number 385 2025 authorizes weight limit restrictions within the Sunshine Garden Subdivision, that's District 22.

Proposal number 386 2025 authorizes a speed limit reduction to 25 miles per hour in the Butler Tarkington neighborhood, which is bounded by 38th Street, Westfield Boulevard, Meridian Street, and Michigan Road, that is District 7.

Proposal number 387 2025 authorize a resident permit parking zone on the north side of 10th Street, east of Brookside Avenue, District 13.

Proposal 388, 2025 authorizes no U-turn restrictions for eastbound to westbound 10th Street at Brookside and Highland Avenu, that is District 13.

Proposal number 389, 2025 authorizes speed limit reduction to 25 miles per hour within the wedgewood subdivision, district five.

Proposal 390 2025 authorizes parking restrictions on the north side of 54th Street, east and west of Broadway, that is District 7.

Proposal number 391 2025 authorizes parking restrictions on the south side of 54th Street, east and west of Carrollton Avenue, uh that is District 7 as well.

Proposal number 392 2025 authorizes parking restrictions at the crosswalk located at Fall Creek Boulevard and Paris Avenue, District 12.

Proposal number 393, 2025 authorizes parking restrictions on East Market between College and Davidson Street.

Uh that falls within uh both districts 13 and 18.

Proposal number 394 2025 authorizes the removal of parking restrictions on the east side of Delaware Street between South Street and Louisiana Street, District 18.

Proposal number 395 2025 authorizes a speed limit reduction to 25 miles per hour within the Sherwood Forest Subdivision District 2, and proposal number 396, 2025 authorizes resident permit parking on the south side of Walnut Street between Cleveland and East Streets, and that is District 13.

And if you have any questions about uh any of the uh 20 proposals before you this evening, I'd be happy to try to answer them.

Quick question.

Yeah, my understanding was we couldn't go lower than 25 in the neighborhoods because of maybe some federal implications or something like that.

But I see there in Butler Tarkington, you're going down to 20.

Can you explain that?

Uh I believe that may actually or is that a typo?

I think that is a typo.

Um you guys uh the butler Tarkington reduction.

I was looking at the map, it says or somewhere said 20.

Maybe that was in your little summary.

Yeah, let me just so the request, the request was for 20.

Yeah, so in the the purpose, the request was for 20, but because of that issue with the state statute, uh we were recommending that the 25 mile an hour.

Okay, gotcha.

Uh I flipped to the actual text of proposal 386, and it does say 25.

So I think the Nathan's notes are or where the typos, but the proposal itself says 25.

That was a new track record there.

Um proposal 381, the removal of the no parking in each time so zones.

Will those revert to meters?

Are there meters with bags over them there?

Uh so right now so this particular location, um, this is immediately adjacent to the uh post office as a result of the cultural trail extension that we did.

We did add a bump out in that westernmost lane.

So previously that lane was a left turn only lane, and it was a travel lane because of that bump out that we added, we wanted to shorten the pedestrian distance that people were crossing.

So now uh we want to allow parking there.

Um so the intent would be uh uh to allow parking at this point in time.

Um we're determining whether or not we would allow meters to be installed there.

So it'd be madam chair, yes.

So it's just currently spaces, it's currently just a free space basis, yeah.

Love that.

Um, and the second question, if I might speaking of pedestrians, proposal number three ninety-two authorizing parking restrictions for the crosswalk.

Yep.

We have to authorize restrictions for the crosswalk.

So I don't I don't know that I've ever seen that before, so I'm just curious to think about how does this tie in even division zero.

Are there other areas that maybe need reminders that we don't park in the grasswalk?

Yes, so by state statute, we can restrict parking without going through the ordinance process if we are restricting parking at a corner.

So we call we typically call them corner clearances.

So we can do up to 30 feet uh at a corner, but this particular crosswalk is mid-block.

And since it's not that it's not at a corner, we have to define where we can restrict the parking, and so we we're trying to make sure that uh folks getting from the church uh over to the parking lot um uh are visible when they're they're crossing there.

Can you tell us a little bit about yourself and why you would like to serve again?

Sure.

Um hi everybody, Jill Hoffman.

I'm uh the owner of a small women-owned business called Empower Results in town.

We do environmental and public outreach consulting.

I also serve as the director for the White River Alliance, which is a nonprofit um regional uh organization focused on water quality and quantity management.

I know some of you, so uh thanks for having me back.

Um I guess I'm here just to be reappointed because I think there's probably no more important topic right now in our time than water, and the way that this city is managing stormwater is um a critical resource, and so happy to bring my experience both as a biologist professionally and a concerned uh member of the community to the topic of water management.

So yeah, um I've had an enjoyable time.

I think your staff running the stormwater department has been impeccable, uh, bringing lots of new changes to the ordinances and um there are some topics of concern coming up I'd like to stay involved in.

Um so yeah, just appreciate your support to stay on the TAC.

Thanks for your willingness again.

And just for the purposes of the the council and those watching and listening, can you just tell us briefly the role of the stormwater management technical advisory committee?

Sure.

So um it's kind of uh a way to have public involvement or engagement in stormwater projects.

So we do review the projects, the capital projects that are involved in the budget every year and offer comments on how those are positive uh or otherwise influences to the community.

Um we talk about uh training and education opportunities there.

Um we talk about uh things like um 1037, which has significantly changed how we manage uh stormwater, and there's some conflicts um with our drainage permitting process in the city, so it's a place to kind of vet those ideas with public perspectives in mind.

So uh Gail Boydson heads up the committee and brings us uh I think you you know, well thought out agendas, so we'll look at everything from ordinance changes and and vetting those against our experiences and like I said, projects and then sometimes um things that happen coming out of the state house, like 1037 or we talk about things we were just we had a uh TAC meeting earlier this week and talked a little bit about the Leap Lebanon project and water withdrawals um coming out of the Eagle Creek area and kind of how we should be thinking about stormwater management as water supply management, and so those kind of topics come before that group, and we just have good conversation then and see if there's anything that the staff wants to bring back to you guys for consideration.

So it's kind of an advisory role, but um we all come at it with our own perspectives to look at those sorts of issues.

Are your recommendations exclusively to DPW or might you be a body that gives opinion and might testify outside of just an advisory role?

Um to this point it's been mostly advisory to to staff and then for the staff to bring things back here.

But I certainly with other hats that I wear, I go down and make testimony at the State House on things.

So is your committee empowered to take a position on a public issue?

That's not my understanding of our role, but I don't know that it doesn't mean we can't do that.

Sure.

Finally, we have a public service announcement from our director, Director Wilson.

Thank you, members of the committee, Coswell's and uh DPW director.

Um as you all have seen, we've had a very, very active start to our uh our winter weather season, and our crews have uh been uh working uh tirelessly for for some time.

I got a statement here.

Um I hope you guys uh this body has enjoyed or found benefit in the uh the the updates that I've been given on a daily basis through the the snow fight.

So um uh it's been very draining on our our our forces instead of join and enjoying the holidays are our Ask me locals uh 725 and local 3131 spent 10 days on rotating 12-hour shifts to keep our city moving.

Now everyone knows that uh when you they join NDDPW, they have a commitment to serve our city on times like this.

They know exactly what they've signed up for, but this is still an incredibly difficult for them.

It's strenuous, and our crews are always stepped up when the community needs them.

So each and every one of these members um have my sincerist thanks.

Uh much of Central Indiana and Marion County is under a winter weather advisory.

Uh beginning yesterday at 11 a.m.

crews once again scrapped in for 12 hour shifts and snow plows and fleet garages to help serve the city.

They spent the overnight hours and much of today preparing city roads, including priority ones and priority two roadways.

Uh we are uh looking at multiple potential rounds of snowfall over the next few days, and our crews are anticipating to continue working around the clock with 12-hour shifts through the weekend.

As these multiple rounds of progress and I receive reports on road conditions from Snow Command, our team will provide updates regarding how we will confront the snow uh fight, including we went when we are focusing on priority one, priority two, and if necessary, priority three roadways.

We will also provide information on how and when we will respond to priority bike infrastructure, including commuter trails.

Um we're in it for the long haul, so uh wish us luck.

Um it's in a great program.
