Municipal Corporations Committee Budget Hearing – October 1, 2026

On October 1, 2026, at 5:30 p.m., the Municipal Corporations Committee of the Indianapolis-Marion County City-County Council met to hold a budget hearing for five municipal corporations: the Indianapolis Airport Authority (IAA), Capital Improvement Board (CIB), Health and Hospital Corporation (HHC), IndyGo, and the Indianapolis-Marion County Public Library. The committee voted to send all five budgets to the full council with a "do pass" recommendation, though several councilors voiced opposition on specific proposals. (Note: The transcript incorrectly records the date as 2022; the agenda and meeting notice confirm the correct date of October 1, 2026.)

Discussion Items

Proposal No. 282 – Indianapolis Airport Authority (IAA) Budget

  • Councilor Jesse Brown expressed disappointment with IAA's lack of responsiveness to his concerns regarding ICE flights, stating he would vote no despite supporting the airport. No other discussion or public comments. The motion passed unanimously (no nays voiced).

Proposal No. 283 – Capital Improvement Board (CIB) Budget

  • Councilor Brown noted that the public safety agreement with the city has not been amended since 2013 and that Indianapolis Metropolitan Police Department salaries have more than doubled, calling for review; he voted no. No other discussion. Motion passed (no additional nays voiced).

Proposal No. 284 – Health and Hospital Corporation (HHC) Budget

  • Councilor Ron Gibson commended HHC for excellent work and expressed strong support. No opposition. Motion passed unanimously.

Proposal No. 285 – IndyGo Budget

  • Councilor Brian Mowry criticized IndyGo's ranking 47th out of 50 in a Consumer Affairs report, stating that the city has invested roughly $700 million into bus rapid transit with poor return on investment; he called for no additional funding beyond contractual obligations and voted no.
  • Councilor Renee Allen and Councilor Keith Graves defended IndyGo, inviting Mowry to ride the BRT lines. CEO Jennifer Pierce explained that the ranking used older data and disadvantaged systems serving large coverage areas; she highlighted recent improvements and invited all councilors to ride with her.
  • Councilor Jesse Brown strongly supported IndyGo, criticizing past state legislative interference that blocked light rail and emphasizing the essential service for disabled residents. Councilor Gibson praised IndyGo's hiring of ex-felons and urged increased funding. Dr. Carlos Perkins requested route expansion to the Northwest side.
  • Motion passed; several nays were raised but not individually recorded.

Proposal No. 286 – Indianapolis-Marion County Public Library Budget

  • Councilor Brown voted no again, citing the library board's lack of cooperation with the union and insufficient long-term fiscal planning, despite supporting the library.
  • A roll call vote was requested. The transcript records five yeas (Councilors Delk, Gibson, Graves, Perkins, and Chair Jones) and two nays (Councilors Mowry and Mascalier). The votes of Councilors Allen and Brown are not clearly recorded in the transcript.

Key Outcomes

  • All five budget proposals (282–286) were passed out of committee with a "do pass" recommendation to the full council.
  • For IAA, CIB, and HHC, no opposition was voiced. For IndyGo, nays were indicated but not tallied. For the Library, a roll call resulted in 5–2 passage.
  • Several councilors indicated they would vote against the budgets on final passage due to unresolved concerns.
