The Metropolitan Development Commission convened on April 19, 2023, at 1:00 PM for a public meeting. The commission approved two tax increment financing (TIF) districts, a rezoning, several continuances, and a series of uncontested petitions. Public testimony was heard from Indiana University Health and the Town of Claremont.
Consent Calendar
- Meeting Minutes: Minutes from the April 5, 2023 meeting were approved unanimously.
- Resolution 2023 P010: Authorized the director to rezone a portion of Sherman Park as part of the Vacant to Vibrant program. Approved 6–0.
- Petitions of No Appeal: Four petitions were approved: 2023 CZN802 (2555 Shelby Street), 2023 ZON010 (6118 Smock Street), 2023 ZON014 (519 Kentucky Avenue), and 2023 CZN807 (402 Kentucky Avenue, 700 Gardiner Lane, 350 South West Street). All passed 6–0 except 2023 ZON010, which passed 5–0 with Commissioner Westrick recusing.
Public Comments & Testimony
- Darius Gardner (Indiana University Health) voiced full support for Resolution 2023 E014 (North Meridian TIF), stating the TIF would help address social determinants of health through place-based investments and catalytic redevelopment.
- Robert Lutz, attorney for the Town of Claremont, confirmed that the town council had voted 3–1 the previous evening not to oppose the rezoning petition 2022 ZON092, following negotiations with the petitioners.
Discussion Items
- Resolution 2023 E013 (Irvington Brookville Road Allocation Area): Executive Director Rusty Carr presented the TIF as a key strategy for corridor infrastructure, pedestrian safety, and neighborhood amenities. No public comment. Approved 6–0.
- Resolution 2023 E014 (North Meridian Economic Development Area): Carr noted collaboration with IU Health and the neighborhood for catalytic redevelopment of surface parking lots. IU Health’s Darius Gardner elaborated on the TIF’s potential for social health investments. Approved 6–0.
- Continuances: Two items were continued to May 3, 2023, due to lack of commitments: 2023 CZN804 (1447 South East Street) and 2022 ZON133 (9425 East 30th Street). Both continuances were approved 6–0.
- Public Hearing – Rezoning 2022 ZON092: Petitioner Joseph D. Cauldron requested rezoning of 3.75 acres at 3301 North Raceway Road from D4 to I-1 to legally establish a commercial building contractor. After extensive negotiations, the petitioner agreed to 14 commitments including elimination of outdoor storage, limited operating hours, berming, and right-of-way dedication. The Town of Claremont did not oppose. The companion variance (2022 VAR010) was withdrawn. Staff recommended approval. Approved 6–0.
Key Outcomes
- All six matters requiring a vote passed unanimously, with one recusal on 2023 ZON010.
- Commission members were reminded of upcoming important meetings on May 3 and May 17, 2023, and the meeting was adjourned.

Council District 12, Warren Township. 2023 E014 for public hearing. A confirmatory resolution to create the North Meridian Economic Development Area and Allocation Area. Located at 7750 Zinesville Road, Council District 1 Pike Township. Recommend approval of six years personal property tax abatement. And last 2023, P010 authorizes the director to rezone a portion of Sherman Park. The property generally located at 50 North Tibbes Avenue and properties included in the vacant to vibrant program.
