The Metropolitan Development Commission convened on October 4, 2023, at 6:00 PM. The meeting included approval of previous minutes, adoption of resolutions, several continuances, a dismissal, and rulings on petitions of no appeal. All votes were unanimous except where noted.
Consent Calendar
- Minutes from the September 20, 2023 meeting were approved (moved by Commissioner Schumacher, seconded by Commissioner Blackburn; all aye).

- Continuance Request – 2023 CZN 830 & 2023 CVR 830 (Martin Petroleum Inc.): Attorney Alan Townsend (11 Monument Circle) requested a continuance to November 1 for newly retained client Martin Petroleum Inc. (item 16). Commissioner Blackburn commented on the site’s condition, suggesting a check with IMPD and cleanup. Approved 9-0.
- Dismissal – 2023 ZON 026: Staff requested dismissal because commitments required for the petition had not been submitted; the petitioner’s representative was aware and did not appear. Dismissed 9-0.
- Continuance – 2023 CAP 850 (4545 South Emerson Avenue): Staff requested a continuance to October 18 without notice due to missing commitments. Approved 9-0.
- Continuance – 2023 REG 070 (addresses on 14th, 15th, 16th Streets, Senate and Capitol Avenues): Staff requested a continuance to October 18 without notice because regional center commitments were not yet received. Approved 9-0.

Thank you, Councillor. Moving forward, the minutes for the September 20th, 2023 meeting have been previously supplied to you last Thursday. Are there any additions or deletions to those minutes? Economic development and sentence resolution 2023 E039 declaratory resolution to remove certain parcels from the consolidated Harding Street redevelopment project area and allocation area, and to designate the Alabama Street Redevelopment Project Area Redevelopment Area and Allocation Area, and to adopt a redevelopment plan for said area, Council District 11, Center Township. Resolution number 2023 E040, interlocal agreement with Health and Hospital Corporation for Flanner House Partnership. This ends the reading of the resolutions. Thank you.
