Metropolitan Development Commission Public Meeting – July 3, 2024
The Metropolitan Development Commission met on July 3, 2024, to consider resolutions, public hearings, continuances, and petitions. The meeting included the readoption of a comprehensive plan segment, approvals of a contract amendment and a tax abatement, and several continuances to the July 17, 2024 meeting. Five petitions of no appeal were approved, and one petition was denied by a 6-0 vote.
Public Hearing
- 2024 P008 (Blue Line Strategic Plan) – Staff presented the readoption of the existing Blue Line Strategic Plan, originally approved in 2018 and sunset in 2022. The text was unchanged; the only revision was fixing the sunset date to extend through 2027. No public testimony was offered. The commission voted 6-0 to approve.
Resolutions (Consent Calendar)
- 2024 E027 – Resolution to amend an existing contract for redevelopment activities within the Greater Community Revitalization Enhancement District, International Marketplace Area.
- 2024 A025 – Preliminary economic revitalization area resolution for TWG Development LLC (412 West McCarty Street) recommending a 10-year real property tax abatement.
- Both resolutions were approved together by a 6-0 vote, with President Dillon recused on 2024 A025.
Continuances
- 2024 ZON 027 (1101 & 1117 South Sherman Drive) – Continued to July 17, 2024, pending receipt of executed commitments, including dedication of right-of-way along Sherman Drive and Prospect Street. Motion passed 6-0.
- 2024 MOD 007 (5080 East 82nd Street) – Continued to July 17, 2024, for finalization of commitments. Motion passed 6-0.
- 2024 ZON 042 (off North Illinois Street) – Continued to July 17, 2024, due to the need for an amended petition and new notice. Motion passed 6-0.

- 2023 ZON 106 (2620 & 2710 Wicker Road, Perry Township) – Staff recommended denial. The commission voted 6-0 to deny the petition (a vote in favor of the motion was a vote to deny).

Ladies and gentlemen, let's call to order the Metropolitan Development Commission public meeting of July 3rd, 2024. Welcome and thank you to members of the commission for coming back two weeks in a row. We have a special guest, Attorney John Moore, who has uh graciously volunteered to lead us in the Pledge of Allegiance. Counselor. Thank you, President Dillon. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thanks. Councillor, thank you. Members of the Commission, you received last week the minutes of the June 26, 2024 meeting. Commissioner Schumacher, Nancy will have to show him as recused. He was not present for the meeting. Are there any additions or deletions to those minutes? Hearing none, Commissioner Murphy, I'll accept a motion to approve. So moved. Commissioner Morerity, can I get a second? Second. All those in favor signify by saying aye. Aye. Any opposed. We'll now move forward to policy resolutions. Nancy, can you read our three resolutions into the minutes? Yes, thank you, President Dillon. Resolution 2024 E027. Resolution to amend an existing contract for redevelopment activities within the Greater Community Revitalization Enhancement District, International Marketplace Area in Indianapolis, Marion County, Indiana. Resolution 2024 A025, preliminary economic revitalization area resolution for TWG Development LLC, located at 412 West McCarty Street, Council District 18, Center Township. Recommend approval of 10 years real property tax abatement. And lastly, 2024 P008 for public hearing amends a segment of the comprehensive plan of Marion County, Indiana. This amendment, a readoption of the existing blue line strategic plan establishes policy guidelines that support land use and development patterns along the anticipated blue line bus rapid line through 2027. This ends the reading of the resolutions. Thank you, Nancy. Let's move right to our public hearing 2024 P008, which amends a segment of the comprehensive plan of Marion County, Indiana. This amendment, a re-adoption of the existing blue line strategy plan, establish this policy guidelines that support land use and development patterns along the anticipated blue line, bus rabid line through 2027. Mr. Pleasant. Thank you, Mr. President of the Commission. Um, as as stated, this is just a readoption. This was originally approved back in 2018. It was sunset in 2022. This is now a readoption to get us through the 2027 year. Uh the actual text of the uh guidelines did not change whatsoever. Again, the only thing that changed is just uh fixing that sunset.
