3:07The petitioner is the Indianapolis Public Transportation Corporation, our bus company, Indigo.
3:13And we would respectfully ask for a continuance to your February 4th meeting.
3:17The reason for February February 7th or February 4th?

3:33And the reason for the length of the continuance is the uh bus company is buying this parcel of land from our adjoining property owner, and the staff has asked for commitments, which the bus company has agreed to.
3:46The adjoining property owner has recently hired an attorney to uh review those commitments, and as part of those uh commitments, they've asked the bus company to provide an indemnity to the selling property owner through the date of closing.
3:59The bus company is in the process of agreeing to such indemnity, but in order to give us sufficient time for this uh newly engaged attorney on behalf of the seller to get up to speed.
4:10I think we uh respectfully would ask for it to be moved to February hearing so that I know it can be done by then.

10:082025 BB003 authorizes the expenditure of unobligated funds on deposit in the respective allocation funds to reimburse the bomb bank for prior expenditures incurred by the bomb bank, acting for and on behalf of the city pursuant to Section 26B 3G of the Redevelopment Act.

12:54Uh the item before you is to enter into a build operate transfer agreement with Hagerman Construction to serve as BOT developer of City Market Improvements and the adjacent infrastructure, which is going to be starting with uh Whistler Plaza Improvements, which is the plaza just west of City Market.
13:09We went through a competitive process uh earlier this year with a RFP for this BOT developer.
13:16Uh, went through interviews and a pricing exercise and ended up with Hagerman Construction.
13:20We're very excited to bring them on board and get started on construction of Whistler Plaza.

14:04My name is Rob Bards with the Hagerman Group 6238 Harbridge Road.
14:10Uh with me, we have Don Jun and Brad Baston.
14:14They will be our uh boots on the ground project executives and chief estimators.
14:19Um so ultimately I at this point, President Dylan, I'll probably turn it over to Brad to talk a little bit about the timeline.
14:25Brad, please introduce yourself, your address.
14:29Brad Baston, project executive, Hagerman Construction address uh Hagerman Construction Alsonville Road.
14:39I'm interested in the timeline.
14:43Um, currently timeline is we're working through the logistics of the actual timeline of construction.
14:49Pre-construction should be starting once awarded with value engineering to uh basically get to the budget, and then once we establish that, we'll start construction demolition approximately first quarter of this year or 2026, excuse me.
15:00And then once we establish that, we'll start construction demolition approximately first quarter this year or 2026, excuse me.
15:05So you're looking to start first quarter 2026 with demolition and in investigating environmental.
15:12And concluding the project when it's it's to be determined.
15:28Madam Director, you know the schedule.
15:31I don't know the schedule.
15:33So we still need to we're bringing them on board.
15:36We don't have that final construction schedule just yet, but we will bring that before the commission once they've had a chance to get fully onboarded, onboarded, and we have that final construction uh schedule before us.
15:47We're just not at a point right now to really be able to say where all that is uh arrived at.
15:52Would you report back to us on a more solid timeline?
16:01This project is a point of frustration with this commission and specifically with me.
16:08Uh so I will be studying this timeline closely.
16:12We need to get this done.
16:15So make sure that timeline is on the money.
16:18Uh we have a long history together.
16:21You know I'm going to be on it, and I'm going to be following up on it.
16:24Uh so let's let's uh I'm excited.
16:27We've got new blood in the deal, and we're looking to move forward.
16:30But gentlemen, we need to get this done.
16:34And you'll start to see activity, like Brad said, early in 26.
16:38The demo plan has already been, it's about 90 percent uh ready to go.
16:43So uh the the first the first activity will be demolition, and you'll start to see that very, very soon.
16:49Do you know what I'm thrilled about?
16:51I know who to call if the time lines absolutely, sir.

17:01Give me a brief summary of the scope of your agreement and and the scope of the work that you're contracted to complete.
17:08Uh it's actually quite exciting to think about.
17:11Um big picture, we're going to there's a lot of demolition of the plaza, which will expose the catacombs to really enhance the historic uh nature of all of those things that so few um citizens ever really get to see.
17:27So it will become a um uh very aesthetic, and it's been um highly designed with landscape architecture and hardscapes.
17:35Um so it'll it'll really make that plaza um uh reactivated space for uh for downtown and folks with within uh you know within the few blocks.
17:46Um it will engage um trying to think the that there's a little bit of work in the alley in between the gold building, but primarily um it'll really instead of just a open space um the it'll it'll activate that whole area and remove that remove almost the the surface, I guess, to uh there'll be the viewing areas.
18:09Uh we've got uh some fantastic renderings of what the end product will look like.
18:13We'll be happy to share those uh with the commission.
18:16We can uh we can get those.
18:17I think we have those somewhere, but uh so that so the initial phase will be that demolition.
18:22Uh there's and then some great utility work that we need to uh take care of and make sure that all the um you know everything that's below ground pipes and electric, there'll be some improvements to uh the I guess the the vault.
18:35There's an electrical vault that will need to be created, um, a lot of removal of uh materials and soils, a lot of building back up.
18:45Um, and then the on the once all that demolition is done, then the construction will be uh primarily um the hardscaping and um yeah, and and then the restoration of of those old uh that old masonry last thing you said restoration of what of the old masonry, all of the you know, I mean those that's how we'll resolve that.
19:08So your demo includes the east and west wings.
19:12Just specifically the west wing.
19:15And then as you mentioned, the heartscape, but really no reconstruction is part of your scope or contract.
19:24Potentially on it would be the south south side of the parcel um uh improvement of basically the there'd be a over slab or overlay of an existing slab, potentially to have a viewing deck viewing area looking north along Delaware overlooking the basically the catacombs so hard scape construction.
19:47And this is maybe more a question for Madam Director, but is Hagerman a component of a larger development team or replacing a component of a development team?
20:00Ultimately, um this situation's a little unique in a sense that DMD has executed professional services contracts with the landscape architect and structural engineers and those types of design, the you know the soft costs, those types of designers.
20:16Um we'll be working, and we already have had meetings with them, we'll be working hand in hand with those designers.
20:23Um at this point, um, I think it's safe to say we're we're we're coming in as a the construction management team to help manage the demolition crews and and then the um the restructure the the rebuilding of uh the project as we move forward.
20:39So again, my question may be more for Madam Director, but um if I'm not mistaken, there was a different developer who the city had engaged with to redevelop the larger site.
20:53I I I was under that impression.
20:56So we had only uh undertaken architectural work, so only pre-development work.
21:00We didn't actually have a contract for any construction activity, and so we've now uh DMD that was under a former uh developer, uh, those contracts.
21:10Now this year DMD has entered into those agreements with those design firms so that way we could continue design work.
21:15We didn't want to lose any time, and then through in parallel to that process, we issued the RFP full to bring in a construction partner to actually construct the improvements, and so now the design team that we've had under contract is gonna be working with this contractor group to actually begin execution of those improvements.
21:33And that former contract you referenced was uh can you be a little bit more specific?
21:40Well, you just stated it.
21:41You said we had an agreement with a former contractor.
21:44Former developers who's he looking for so that would have been Gershman Partners.
21:48So we had a pre-scoping agreement with first men partner.
21:50That's what I was looking for.
21:51And that was just for architectural work, it was just for pre-development.
21:54And we no longer have an agreement with them.
21:56That agreement has expired, correct.
21:59Now, who is gonna control the subs?
22:02Will that be Hagerman?
22:04Since you you guys will control the subs even though DMD contracted with them.
22:13But you'll have oversight on that as well.
22:17Yes, so DMD owns the property, so we are the property owner.
22:20The BOT contractor will hold all of the subcontracts for the work itself.

22:30Uh, what are the specific boundaries of this particular site work?
22:35And has there been a full scope developed on what the site works will entail?
22:40Because I know there was a number of different activities that are planned for that block.
22:46So, where does this particular work begin and end?
22:51Yeah, so we're starting with Whistler Plaza Improvements, which is just the West Plaza of City Market.
22:57Um, so the renderings that were mentioned, they're out publicly.
23:00Um, those are the catacomb reveal, and so that is the scope of work that we're discussing today.
23:06That's phase one that this BOT team will be beginning in 2026.
