16:49 Um I'm budget manager Jenny Carter.
16:51 I'm with the Office of Finance and Management.
16:54 Um per state statute, the MDC must declare the amount of excess of assessed value for the next fiscal year for all TIFF areas by June 15th.
17:04 The resolution before you fulfills that requirement and states that there is no XSAB to pass to the base and provides the city controller as the treasurer of the MDC the ability to modify this original determination.
17:18 Any AV that is released to the base provides additional property tax dollars to other units of government.
17:24 The final amounts of XSAV will be determined in July to coincide with the development of the city's 2027 budget.
17:33 The final determinations are made by August 1st, and traditionally OFM has come back to the commission to present that information before the end of the year.
17:42 The resolution and process are structured this way because the assessor is not is not required to certify the assessed value until June 30th.
17:50 So there's not sufficient information to make a more informed decision by the statutory deadline.
17:57 When determining the pass through, we consider changes to assessed value, ensuring there will be sufficient revenues to cover annual debt obligations, planned economic development initiatives, and any revenue impacts to the budgets of other taxing units, including the city's budget.

18:23 But the discussion today is to assist in the development of the budget, which is coming up between the mayor's office and city council.
18:34 And at this point in time, we do not have certified AVs to be able to make a pass-through determination.

18:45 And then at the end of the year, we have a TIFF presentation for an annual review that we have to do by state statute.

24:27 The vacations that we had already considered and approved were for vacation of the east first east west alley south of Saucy Street, ranging from eight feet to 12 feet in width from the east right-of-way line of Kenny Street being the southeast corner of lot 51 of Minkers Wilmoth Place Section 3 as recorded in Platbook 12, page 157 in the office of the recorder of Marion County, Indiana.

26:58 The petitioner has submitted to DMD uh staff the appraisal which appraised the um land to be acquired at $3,058 dollars, which the petitioner will pay to the city uh if approved, and then the other requirement is payment of the appraiser's fee, which has already been paid.

29:19 I mean, I understand that people need a place to live, but over by Elanco, White River Park just bailed out.

29:33 Why right in the middle of our neighborhood?
29:37 I mean, the price should be fifty thousand dollars if you ask me for these alleys.

29:53 These are wealthy people, many multiple projects full of crime.
