Um we're gonna start with um roll call with Miss Natrina.

And I'm again Carlette Duffy.

Um I'm with the Office of Public Health and Safety.

And as we do not have quorum just yet, um, we're going to go a little out of order with the agenda.

Um, and we're gonna skip right down to the bottom to Marion County Community Corrections updates with executive director Scott Hall.

Good afternoon, everyone, chair, members of the board.

A little bit of a rock in a hard place here.

Try to stall for time for a vote and and also get out of here since some people have already informed me.

I need to be brief.

So just a couple quick updates.

One, I know it's been actually quite a few months since uh I've actually kind of explicitly talked about our numbers, um, but as of today we have uh 3,090 total clients that we are supervising.

Uh 2,160 of those are post-conviction electronic monitoring, 811 pretrial, and 119 out at Daval.

So like I said, I know I've not informed this board of those numbers.

Um, and and to be honest, the reason I haven't is those numbers have have remained relatively static for quite some time now.

So we've been staying right around that 3,000 to between 3,000 and 3200 um for quite some time now.

So uh those are quick numbers there.

A couple other quick um updates.

I believe at the last board meeting I mentioned that we were hosting a uh job and resource fair out at Duvall, and we did um have that and very happy with the results of how that went.

We had over 15 different service providers and employers there, and and I think that was the um somewhat unique and and also very beneficial thing that we had was it wasn't just employers there talking to people about jobs.

We had a lot of wraparound services that were going to help individuals not just get those jobs but maintain those jobs.

Um especially uh want to thank uh Office of Public Health and Safety, their team was out there, the Marion County Prosecutor's Office had their second chance team to help with uh driver's license uh renewals and uh expungements, those sorts of things.

Um Second Chance Indy and Reform Alliance were two of the uh sponsors, so uh just thanks to everyone that participated there.

We had over a hundred and twenty residents and and clients that showed up for the event.

Um it was primarily geared towards community corrections clients, obviously, but we did have some probation clients that were able to attend.

We had some former clients show up.

Um, and we actually had I know of two individuals specifically former clients of community corrections who came not for the services but to just speak to some of the other men and women that were there and kind of give them uh encouragement that you know you can get through the program and and be successful.

We had a food truck there that was uh owned and operated by a former resident of Duvall, and so in addition to to uh you know providing some food, he was also providing a lot of encouragement and and kind of real life experience there.

So that event went very well.

We uh um will be doing this on at least an annual, if not semi-annual basis moving forward.

Um we had some lessons learned out of this one, and and we'll grow from that and and be better next time, but um it did go really well and very happy about that.

Um questions on those.

I don't have a question, but um, can I request or can we request that um for events and things that you have that we can get like if you have flyers that those are sent out, and now some of the um organizations are involved, but for those of us that are in the community that may not have it on the calendar, if we can maybe get those reminders, that would be great.

It sounds like it went well.

It did.

I mean, you know, I had I I didn't know what to expect.

I mean, we haven't done this before.

It's it's brand new.

So um, but to get 120 uh men and women to to show up and participate, I thought was really good.

We got really good feedback.

Um we got a for to the extent this is good, bad, or otherwise.

We got a fair amount of media attention to it.

Um I know we got some positive feedback uh from the media on uh some of the individuals they interviewed.

I know one gentleman they interviewed was not so happy.

Um I think he was expecting to walk away with a job right there, and and it didn't quite work out, but um uh overall very very pleased with how it went.

So excellent.

The last um two things, two little quick updates.

One, um, I am on the summer study session again this year for uh state legislature, and uh I will be presenting next week with uh Linda Brady from Popeye from the state probation association regarding uh the impact of budget cuts, both uh the DOC grant budget and and just statewide budget cuts and those impacts on probation and community corrections statewide.

Um both statewide agencies are are very engaged on this, both throughout the state have agencies and and departments uh all over feeling real budget cuts.

Um certainly we've talked about those those cuts that that we're feeling here, and probation has certainly taken some real hits on the on the budget side of it, and we're just gonna highlight that to that committee and and hope that through these upcoming budget um or these upcoming legislative sessions, some relief can be uh found uh for both associations.

What when is that again?

Next Thursday.

And last thing I have we are um working with our vendor track group um for some additional reporting.

We already get some various reports from them on a on a regular basis about alerts and things like that, but they have um uh handful of individuals that they have working for them now that are able to do a much deeper dive into some of uh the data that we get out of all these devices, and and so we're gonna start getting some additional very detailed reports from them.

Um really trying to do two things initially.

One is a report they call their 48-hour report that um looks at every alert generated the first 48 hours an individual is is put on a device, and we get a lot of alerts that are you know what we would call organic alerts, where it you know it shows well, we're we're not sure if they're in the house, we're getting an alert that they left the house, and when we look at it much more closely, it's maybe we needed to do the the perimeter of that house uh a little bit differently, or or there's a cell tower that's pulling you know some of that that GPS point away, and there's things that we can do to adjust that to still provide the accountability and safety, but not have these kind of alerts that generate you know that that take out time and and resources from our end, but aren't doing anything to provide additional safety or security.

So we think uh we know that they have worked with other jurisdictions utilizing these reports and have reduced um alerts significantly, and we're hoping to be able to do the same with that here.

We're also going to do a very specific report looking taking a deeper dive into individuals that are cutting their devices uh with uh strap tampers and and cuts and and seeing if there is a trend or if there is a um or any kind of commonality uh within those cases that we can maybe look at more uh closely or or work closely with prosecutor and and the courts to identify as well.

So just some additional information that that we think and hope will be useful moving forward.

Um one other question about the summer session.

What committee are you going in front of?

Uh courts and criminal code.

Awesome.

Yes, it's uh Senator Freeman and Representative McNamara are the chairs of that.

Um we were not on the original agenda um and uh Linda Brady and and myself sent a letter to Senator Freeman and he was uh gracious enough to give us I mean it's 15 minutes, so it's not a long presentation, but I also know that the summer study sessions um they have a very kind of tight agenda, they stick to that agenda and to be added and given this opportunity um regardless of the amount of time is is uh much appreciated, so we'll be able to do that.

Hopefully we can affect the budget that way in a positive way.

So I was here today to request uh permission to submit a transfer request for uh to DOC and it's to move 17,000 from Series 300 drug testing services to series 100 personnel um for probation officer salary and fringe.

I'm happy to answer any questions.

So the document here has 17,000, but then in the total field it says 12,000.

I realize that too as I was sitting back there and it looks like it just I didn't right click to update the field.

Okay, so I need to do that, and I was gonna if we were gonna postpone this, I was gonna resubmit it.

But yeah, I did notice that when I was sitting back there.

Okay, thank you.

So when we do um actually vote on this, will she need to uh redo the presentation or can she simply just submit the documents?

I think she can just resubmit the documents because the other board members can watch it or read it.

Yeah, question I suppose.

Um is this just um I mean, of course, I know for personnel that's what you need for personnel.

So you just have savings of about that amount in the drug testing field, or correct.

We had carry over on another grant um from the Indiana Office of Court Services to cover drug testing expenses um for this year, and we were going to make this transfer request earlier in the year, but because of turnover and the positions, it wasn't necessary for us to kind of rush it.

But now that we're getting closer to the end of the year, we want to make sure we have it moved before before you get to the excellent ICFs.

We can definitely understand that one.
