So today's board action is for the uh DPW snow response policy for the winter twenty twenty-five, twenty twenty-six.

At the last board meeting, I gave a presentation on the department's plan for our snow response.

Um we understand that that uh presentation was received by the by the board with little time for review and to um develop any kind of questions.

So uh by the request of the board, um the uh vote was tabled for today um in preparation for this presentation to go before the city county council uh public works committee on Thursday evening.

Um that being said, uh I've cleared it with uh most of the board members um that I will not need to uh do the entire presentation uh for you today.

Um but we are gonna open this uh up for questions and any clarifications that we can for for the board members.

Um at this time I'd uh I'd like to open it up for for those questions.

Are there any changes to the are this presentation in between when we saw it on Wednesday and today?

Yes, there were some changes.

So we made some uh adjustments to slide 12 of the priority bike infrastructure network, and the uh the third bullet protected bike lanes within the mile score would be will be cleared as part of our clan our plan.

Um and that was not the case on um last week.

And do we have a priority one, two, three that DPW is willing to commit to um I know you're pending arrival uh some equipment, uh but once you get that equipment?

Is there anything else you're willing to commit to once you have that?

Yeah, good question, uh Leslie.

Yes, um, the department will uh commit to the clearing of slow snow on the protected bike lanes as well.

Um again, uh we mentioned that was going to be a challenge at the last board meeting due to equipment being available for that.

Um but we can uh move some equipment around during an event if it were to happen before we get those new that new equipment in.

Um it could take more time to get to those those areas, but we will commit to doing those protected bike lanes as well.

Uh just one one question, Todd.

Um you did a good job here of identifying the uh the capacity DPW has with the uh large snow plows and the trucks.

My question to you is priority one's uh thoroughfares.

Um is that like that capacity clear them once a day, twice a day, every three days?

I mean what how much is that capacity relative to the number of lane miles that you're uh you're having to clear?

Uh Bob, that's a good question.

I'm gonna ask our deputy director of operations to maybe describe how our uh large fleet handles our thoroughfares.

How are you doing?

Lacey Johnson, deputy director of DPW.

Um pretty much when we're doing a snow event, we're on an A B shift, so there are 12-hour call-outs um if they answered your question.

And we continue until we have cleared all the streets.

And my question is if you have those 12 hour hour call outs, so the equipment's all running.

How long does it take you to clear all the priority one thoroughfares?

Can't give you a solid time frame, but we continue to work until we're done.

Is it briefly for today?

We'd like to, but I really couldn't tell you it's a day.

Um, but we just keep pushing forward.

And we gotta remember that every snow event is different.

Um, so you know, the amount of snow that falls, uh, the the weight of the snow, the temperatures, they all affect the the ability for our our uh equipment to get the job done as well.

Um not a question, but I do want to um command and thank you for sending out the answers to those outstanding questions that we have from the previous board meeting um quickly as well.

So that that helped with this process, helped clarify some outstanding questions.

Um couple of logistics questions.

So we're talking about um the four-inch standard for the side streets.

So if you had one storm that was like two inches, and then a week later had another storm that was three inches, and so you have a total of five.

Like, do you count that as a do you count the four inches for individual storms or the total accumulation across?

Because you may not plow for the first one, but would you plow for the second?

That'll be a case by case uh decision to make uh whether we call out.

Um it'll depend on whether that precipitation is still on the road from the previous uh event, or and you know, sometimes it melts, sometimes it ices over.

Um so we it'd be a case by case basis.

Okay.

And then what about streets that have speed bumps?

How's that handled?

Um our drivers are know where those speed bumps are, at least uh for um R DPW crews.

Um those uh speed bumps are also signed at the speed bumps.

So those uh uh tow truck or not tow trucks, I'm sorry, plow drivers will have to go slower over the speed bumps.

Yep.

And then um one last more of a comment than the question.

I had a I shared the documents with um the public works committee, and one of them replied back that um they were wanted to make sure that the preschools, attention offices, the courts and all of that were all updated on.

I know it's an image in the document, so it's like a PowerPoint static image, but making sure that all of those are properly updated because some of them didn't look correct to them.

Very good, understood.

And then yes, so those maps are updated.

Sorry, one last thing.

Um I appreciate the answer to in regards to Snow Viewer showing priority priority priority two, priority one and priority two roads and the quest to get priority three on there.

I would just put on record that I would love for that to be expedited somehow since this is new and getting priority threes out there so our residents will have an understanding of when their roads are been cleared, how they've been cleared and things.

So thank you for pushing that.

If we can expedite that, that would be great.

And then I have some questions on the Snow Force viewer.

Specifically, I understand it is a pretty um it's the software has been around for a while and might have some shortcomings.

So I was wondering what upgrades you are planning with ISA.

Okay.

Yeah, I'm gonna ask Daniel Stevenson, our deputy director over policy and planning to help address that question.

Thank you so much, Daniel Stevenson, Deputy Director of Policy and Planning, as Director Wilson already indicated.

Um, my group does oversee technology for the Department of Public Works.

The Indy Snow Force Viewer is, as Leslie noted, um, it's a pretty antiquated tool.

So we do have quite a bit of limitation as to what we can actually show within the Snow Force viewer.

So for example, we've had a lot of conversations around the um showing within the snow force viewer of that priority bike network as it has been identified, or in showing priority three locations, for example.

Um, as you can see by this, that is an overwhelming image.

Um when we're starting to talk about bike infrastructure, for example, the reason why we will be showing the five identified trails within the snow force viewer versus bike lanes, is that the trails do not really run parallel with roadways.

When we are looking at this old tool, the way that this connects, and this is going to be a little technical for a second, is you know, in GIS when we have a road segment, each of those has what we would call a center line ID number.

The bike lanes that correlate with that road segment has the exact same center line ID.

So there is really not a good way in this current tool to differentiate.

When we were preparing to um put that priority network in there as stated under ordinance, we asked, is there even a way within this current tool that we could do a toggle of different layers?

So that you would either be looking at your road network or you would be looking at your bike network.

This tool is so antiquated that we can't even do that.

So we are working actively with ISA and their consultants to create us a far more modern snow forest viewer under specific consideration with that is being able to do things like togling on and off specific priorities.

If you're like wanting to see is this thoroughfare on my way to work cleared.

Is my residential street being cleared?

Um, so that is one piece of that.

Um the other thing is currently with the way that our internal snow fight software interacts with our snow force viewer.

We do not have the capability right now to enter in that contractor information for the residentials to show in Snow Force Viewer.

That is another main priority for us underneath the development of this new tool.

Um, and then additionally, this new tool will also allow us in the future to tie in to our existing Samsara telematics software.

So as opposed to it being a very manual process where cleared routes get provided to our data analysts who then enter into snow fighter and then that pushes the snow forest viewer.

It'll all be I'll say real time.

Um hundred percent accurate real time, um, with probably like a five to ten minute delay.

Um, but those are some of the things that we're looking at addressing with this new snow force tool that we are feeling pretty confident at this point in time will be definitely up and running before next snow season.

It was determined it would be best to do that build out of the new software during an active snow season to ensure that anything that does work well within the current tool is not missed.

Any other questions on Snow Force viewer?

I feel like I just ranted my real time library thank you so much Daniel that is very exciting I had no idea that it was manual entry so big improvements are coming very good any other questions so CNN do I have a motion to approve the snow response policy.
