6:46First order of business today, resolution 2026 C10001.
7:07For resolution number 2026, C 1000.
7:12Staff recommends this board authorize the director to place liens upon the properties listed in exhibit A for unpaid trash, junk, debris, cleanup, and abatement costs incurred by the department.
7:23Under chapter 361 of the revised code, BNS is responsible for the inspection, abatement, and enforcement of environmental public nuisances.
7:32When a property owner does not correct a violation, the city enlist a contractor to abate the nuisance.
7:38In the event the city's abatement and cleanup costs are unpaid, the shit the city shall place a lien upon the property.
7:46This trash lien certification represents 306 trash violation cases with a total amount owed of 170, 154.
7:58The cases reflect outstanding fees 30 days past due as of January 22nd, 2026.

9:36When a property owner does not correct a violation, the city enlists a contractor to mow the property.
9:42In the event the city's abatement costs are unpaid, the city shall place a lien upon the property.
9:47The highweeds and grass lien certification represents 1,100 mowing cases with a total amount owed of 773, 737 dollars.
10:00The cases reflect outstanding fees 30 days past due as of January 22nd, 2026.
10:08And just for so the board members know, um, in 2025, we piloted a highweeds and grass uh abatement assistance program for folks who had a um yeah, a physical or a financial hardship and needed help.
10:21Um we are actually going to be rolling that program out more broadly this year.
10:26We just we wanted to pilot it last year.
10:27So as you mentioned, there's an appeal process uh for these, but there's also um an assistance that's great to hear for these.

12:38Uh so this is a resolution recommending the amendment of the current professional services agreement with three vendors for structural and infrastructure plan review.
12:50Uh they provide 30 third-party review services on behalf of the city for permitting plan review.
12:56Uh the amendments will increase each vendor contract's compensation not to exceed limits in order to fund the remainder of the contract terms, which uh the contracts are due to expire June 30th, uh, 2026.
13:09So for C 10004, staff recommends uh this board approve and authorize the director to amend the current professional service agreement with vendor Jacob Toombs and Lance with uh 150,000 not to exceed increase.
13:27There are no extensions to the terms as part of these amendments and no changes or increases to the pricing or rates of compensation within these amendments.
13:37And uh Jacob Tunes and Lance are JTL, so they're doing predominantly um structural plan review.
13:44Not as interesting, yes.

14:28Uh no changes or increases to the pricing or rates of compensation within these amendments and no extensions to the terms.
14:37And Fritz primarily performs infrastructure review, so for driveway, street, and drainage permits as well as any questions for C 1005 or a motion to approve.
