The Marion County Public Records Commission met on June 25, 2026 at 2:00 PM EDT in the City-County Building, T-260 Conference Room. Chair J.R. Ryder (proxy for Recorder Faith Kimbrough) presided. The commission approved prior meeting minutes, reviewed notices of destruction from eight agencies, and set the next meeting date.
Old Business
- Approval of Minutes – December 4, 2025 Meeting: The commission unanimously approved the minutes from the December 4, 2025 meeting via voice vote. Motion made by Jacob Todd (proxy for Judge Collins), seconded by Kate Sweeney Bell.
New Business
- Notices of Destruction (NODs): Eight agencies submitted NOD forms: Health and Hospital Corporation (1, Young Families of Indiana Division), MSD Lawrence Township (1), Marion County Assessor’s Office (2), MSD Washington Township (1), Office of Finance and Management (2, Consolidated City of Indianapolis and Marion County), Perry Township MSD (25), Mayor’s Action Center (1), and Marion County Recorder’s Office (1). The commission was not required to take action; no comments or questions were raised.

- Next Meeting Date: The commission voted unanimously to hold the next meeting on Thursday, December 3, 2026. Chair Ryder invited inquiries about records destruction or retention schedules to be emailed to JR.Ryder@indy.gov.

It's two o'clock. All right, so we'll go ahead and get started. Uh good afternoon, everyone. Welcome to the Marion County Public Records Commission meeting. My name is Chief Deputy Recorder J.R. Ryder, and I am sitting in proxy today for uh recorder Faith Kimbrough, and uh have the opportunity to be the chairperson for today's meeting. As you already know, the public records commission meets twice a year, and today, June 25th, 2026 is our first meeting of this year. So with that said, I want to begin with introductions. So if each of you would introduce yourself as we go around, and I'll start on my left. Uh Jacob Todd, sitting proxy for Judge Collins, Gibra Hewitt. Kate Sweeney Bell, Marion County Clerk. Jordan Ryan, City County Archivist, proxy for the controller's office. Stephen Takis, Indianapolis Public Schools, proxy for Ken Pack. Mickey Rogers, uh, Marion County Treasurer's Office, Deputy Treasurer in proxy for the Marion County Treasurer. Tiffany Matthews, CFO, Deputy Auditor of Operations for the Marion County Auditor's Office, proxy for Marion County Auditor. All right. Thank you, everyone. We'll go ahead and move right into the first item on the agenda, which is old business. Has everybody had an opportunity to uh review the December, the minutes from the December meeting. Yes. I move approval of uh the December minutes. Okay. Motion has been made. Is there a second? Second. All right. All in favor, signify by say and aye. Aye. Any opposed, same sign. Motion has been carried, and the minutes are approved. To be clear, these are the minutes from the December 4th, 2025 meeting. All right, moving on to new business. For the record, we have eight agencies who submitted notice of destruction forms. And those agencies include Health and Hospital Corporation, specifically the young families of Indiana Division. We have one form from the Lawrence Township School District. We have two NOD forms from the Marion County Assessors Office, one from the Washington Township School District. We have three NODs from the Office of Finance and Management. We have 25 NOD forms from Perry Township School District, one from the Mayor's Action Center, and one from the Marion County Recorder's Office. Now, of course, the commission's not required to take action on these notices, but are there any comments or questions or discussions from the committee? Sweet. We are going to move on to the next item on our agenda, and that is to choose our date for our next meeting. So I would entertain a motion that we meet again on Thursday, December 3rd, 2026.
