The cases reflect out any fees 30 days past you as of July 23rd, 236.

We did we piloted a program last year for highweeds and grass abatement.

Um we went fully live with it this year, but essentially if you receive a highways and grass violation um and you are suffering from some form of hardship, be it physical or financial, you can reach out to us and we will uh mow that for free.

There are some parameters, right?

It has to be under an acre, things like that.

But um we've been trying to uh similarly to how we do trash cleanups for free for folks who are victims of illegal dumping.

We understand it can be difficult to keep up with mowing.

So we're offering that program too.

Uh staff recommends this board authorized the director to place liens upon the properties listed in exhibit A for unpaid craft, junk, and debris cleanup and abatement costs incurred by the department.

Under chapter 361 of the revised code, BNS is responsible for the inspection abatement and enforcement of environmental public nuisances.

When a property owner does not correct a violation, the city enlisted contractor to abate the use in.

And the event the city is abatement and cleanup costs are unpaid, the city shall place a lien upon the property.

The trash lane certification represents 71 trash violation cases with a total amount owed of 41,249.41 cents.

The cases reflect outstanding fees 30 days past due as of July 23rd, 26.

That's definitely smaller than the highweeds and grass group, that's for sure.

I think just to echo again the fact that you can reach out if you feel as though you did not illegally dump and yeah, yeah, you have to sign an affidavit, but we cover the free clean up to two cleans a year.

Uh Eva Flip here to present 2026 C10028, which is an NTE increase to our contract with County Met civil contractors for the illegal dumping mitigation project, aka alleyway rehabilitation phase two.

Um, so this request is an increase of 736,000 366 and 70 cents, and it increases the total contract and TE to 2,272,285.59.

A couple of months ago, I brought a change order in the amount of $64,000 to you for this contract because of a scope change for one of the alley segments because there was a portion that was found to be concrete.

And as a reminder, the original award amount for this contract was 1.47 million dollars.

Since then, all of the concrete alleys for phase two of this project have been impacted by the very very wet spring and summer that we've been having.

And in order to ensure the longevity of the concrete roads, County Met and our program manager American structure point recommended doing additional subgrade treatments and geo grids to further stabilize the ground before laying the concrete.

So that's first section of the summary here.

So that way we would have flexibility for any additional changes that we would need.

And after reviewing how final costs were coming together over the last two years, we've decided to revisit those two alleyways and do a complete reconstruction of them, and that's what the remaining costs are there to make sure that all that is ready to go for those neighbors.

Um I also included some progress photos for you too.

So this is uh some of the concrete alleys, specifically the state and Minnesota Alley 2.

Um, while it was receiving some additional undercuts in before the geo grid was moved laid before the concrete went down.

And then this is scheduled to be completed this week, I believe.

So this one's the very long alleyway, and then neighbors are gonna be very happy that it's finished.

And then uh this is one of the asphalt alleys that was completed a little earlier, the Sherman Alley.

So it's nice and cleaned up.

Yeah, so in reviewing phase uh two bids and looking at do we need to go back out and clean phase one?

We saw pictures from phase one and realized like those two alleys that were concrete really could have seen a little bit more attention.

Uh and then when we reviewed the fund, the the funds remaining as Eva stated.

It just it was clear that with the same vendor on contract and remaining funds, like why not just go back out to those two and finish them for good.

So yeah.

Just to help be clear on it, you're not going out and redoing any of the work on the original alleys.

This is additional work, or is this okay?

So it's just lengthening or so they had rehabilitated kind of the worst of it.

Uh, but there were still areas, especially where there were um sewer drains and things like that where there was still concrete crumbling, it just isn't as bad.

Um, and so with the funding, it was like let's not tell these neighbors we really rehabilitated your alley when they're driving it and they can see only a few patches or done.

Like we want them to feel like the whole thing got done.

So excellent.

So this was um something that we discussed with the chief of staff a few years ago when we were looking at ways that we could invest BNS funds back into the community.

Obviously, infrastructure is something that comes up very regularly, especially alleys and DPWs and ability to kind of keep up with them with all their other uh you know funding constraints and whatnot.

Uh, we have had remaining funding for this, it's not enough to dedicate you know all of the time and effort to say let's bid one alley, uh, but we have been talking to DPW about what are ways that we could still curb um illegal dumping proactively with the remaining funds.

So some ideas we've had are potentially sponsoring a um a uh yeah, well, no, so yeah, so one idea is paying for a roll off so that we could provide maybe uh trash drop-off services at some of the recycling depot sites, just an extra container to say, you know, you guys are already putting trash here.

Yeah, so we've put it in the container.

If we're already paying for it to be picked up in an alley, why not pay for it to be picked up in that way?

Uh we've also discussed uh, you know, there they have the Saturday transfer station, which can be very difficult for people to get to.

Do we have the ability to maybe sponsor some that of those that are in other townships?

Um so we're looking at other ways that we can use the remaining dollars to still curb illegal dumping behavior, but obviously in a more proactive way versus the kind of reactive enforcement way we're and have you seen uh positive results in the areas where you put down the new alleys?

Yes and no.

I mean, I think the neighbors are ecstatic, right?

When you uh don't have to pull out of your the back of your home into a flooded trader.

Yeah, uh you know, have we still seen some illegal dumping behavior?

I'm not gonna say we haven't because that we've certainly still had to send cleanup crews throughout there, but I will never regret this program or the the you know the benefits that we've given these communities.

So I think really we'll see hopefully the long term impacts of this later on.

Behavior takes a long time to short change.

So we'll see what happens, I think, in the next few years.

As long as this hard room is going on, we'll we're still revisiting the phase one and phase two alleys for additional cleanup requirements.

We've seen we've heard uh resounding positive feedback from the neighbors who are so excited that they have an alley they can use.

Staff recommends this board approve and authorize the director to complete the outright purchase of one new 2026 Chevrolet Silverado 2500 truck for the D DNS weights and measures inspections division.

The contract price for the purchase of the truck is $58,141.

The truck will be used by the weights and measures team to transport the department's approver unit and other necessary weights and measures equipment around Marion County to inspect and ensure consumer goods are weighed and measured accurately.
