Unassigned speaker

0:14

Make sure we have core.

Speaker 2

0:16

Good morning here.

0:18

Well, sir.

Speaker 1

0:21

Present.

0:23

Thank you, Abby.

0:25

Well, this is Scott's last meeting with the board.

0:28

So thank you for for all you've done with the Board of Public Health and Safety.

0:34

And now we will have a difficult time filling your shoes.

0:39

But congrats on what comes next for you.

0:43

Has everybody had an opportunity to review the minutes from last month's meeting?

0:50

Okay.

0:50

Any discussion or changes that need to occur?

0:55

Hearing none, I'll entertain a motion to adopt last month's minutes.

Speaker 3

1:00

So move.

1:02

Do

Speaker 1

1:02

we have a second?

1:05

All in favor?

1:07

Any opposed?

1:08

Hearing none, uh minutes are adopted.

1:11

Okay.

1:11

Uh we'll move into the first item on our agenda, which is item number one zero zero seven two sixa.

1:17

And we are joined by IMPD.

Unassigned speaker

1:20

Hi,

Speaker 4

1:20

I'm Seth Ferrari.

1:21

I'm the commander of administration technology.

1:23

I've got all your agenda today, so you'll be talking to me a lot.

Speaker 5

1:26

Okay.

1:27

Good morning, everyone.

1:28

I'm Deputy Chief Adams oversee the criminal investigations division.

Speaker 6

1:32

Great.

Speaker 4

1:33

So uh this item we're asking to enter into a professional services agreement with the IU School of Medicine to conduct uh research and analysis on our non-fatal shooting advocacy program.

1:42

Uh this is a grant funded program by the Bureau of Justice Assistance.

1:47

Uh this uh project will analyze the non-fatal shooting trends monthly, evaluate our uh our advocacy program, uh, and conduct final reports for the grant.

1:56

Uh the not to exceed amount is 100,000 uh and the scope of work and will be uh December 31st of this year.

2:03

And uh Chief Adams with me if there's any questions about the ask or the program.

Speaker 1

2:09

Any questions?

Speaker 7

2:10

Strikes me as a fairly short window of December 31st.

2:13

I don't know, regrettably we have a fair amount of shootings, but is that enough data to make uh make an assumption or make some changes or

Speaker 5

2:23

yeah, uh that's a good question.

2:25

And I mean that was one of the um considerations we uh discussed when we were looking at the uh all the uh candidates that had submitted a proposal.

2:34

Fortunately, Dr.

2:35

McGee has a existing relationship with IMPD and already has existing MOUs and data agreement in place uh to include the IRB uh which is an institutional review board, um, and she already gets our data today, and so that

Unassigned speaker

2:49

uh

Speaker 5

2:49

that window will go back one year uh as of and uh current year.

2:54

So we believe that's enough time to um analyze the data.

2:58

You know, the the other part of this that we find unique is that she'll be able to also talk to our detectives uh because a part of it is obviously talking to victims.

3:08

We definitely want to hear from them and their experiences.

3:11

Actually, have the non-fatal shooting advocates uh here today.

3:14

I'd love for them to introduce themselves here in just a minute, but a part of uh that made her pitch appealing was also the ability to talk to our detectives to see what their thoughts on the program were uh and how we can improve uh our outreach to victims, even through our detectives.

3:30

So we feel it's enough time certainly to uh analyze the data because of the existing relationship we have with Dr.

3:35

McDee.

Speaker 7

3:37

Long-winded answer.

3:40

There's been some significant reductions, right?

3:42

I mean that the numbers are moving significantly well in the right direction.

Speaker 5

3:46

Yeah, we've seen a 30% reduction in homicides and nearly a 40% reduction in non-fatal shootings, and every time I talk about these numbers, I also remind people the these are people's lives that have been saved.

3:58

They're not just numbers.

Board of Public Health and Safety Meeting – October 7, 2026

The Board of Public Health and Safety met on October 7, 2026, to review and approve several professional services agreements and contracts related to public safety initiatives. The meeting began with the adoption of last month's minutes and recognition of departing board member Scott.

Consent Calendar

  • Minutes from September 2026 meeting: Adopted unanimously without discussion.

Discussion Items

  • Item 100726A – Research Agreement with Indiana University School of Medicine:
    • Request to enter a professional services agreement (not-to-exceed $100,000) to evaluate IMPD's non-fatal shooting advocacy program, funded by a Bureau of Justice Assistance grant.
    • Presented by Commander Seth Ferrari and Deputy Chief Adams.
    • Discussion included the short timeline (initially stated as December 31, 2026, clarified to December 31, 2027) and the existing relationship with Dr. McGee, who already has data agreements and IRB approval.
    • Statistics cited: 30% reduction in homicides, nearly 40% reduction in non-fatal shootings, and a clearance rate for non-fatal shootings of nearly 40% (national average ~25%).
    • The research will analyze data from 2025 through 2027, including quantitative and qualitative data from victims, detectives, and community organizations.
  • Item 100726B – Research Agreement with Taylor Advising on Recruiting and Retention:
    • Request to enter a services agreement (not-to-exceed $98,329) with Marley Taylor (Taylor Advising) to evaluate IMPD's cops microgrant program and provide recommendations for recruiting and retention.
    • Presented by Commander Ferrari and Lieutenant Dooley.
    • Discussion noted that retention concerns are significant, especially the loss of officers with 5-7 years of experience to other agencies or leaving law enforcement.
    • The work is a follow-up to the strategic planning done by Taylor Advising, with a report due in September 2027.
  • Items 100726C, D, E – Uniform and Equipment Contracts:
    • Three separate goods and services agreements resulting from a request for bids for uniforms and equipment (over 100 items).
    • Vendors: Next Hill Capital Partners (Star Uniform, NTE $600,000), MES Acquisition Inc. (NTE $300,000), and Gaul's LLC (NTE $250,000).
    • Presented as a single discussion because they cover the same category, with items split among the lowest bidders. The contracts are for two years.
    • Clarification: The NTE amounts apply only to city purchases; officer purchases using their clothing allowance do not count against the NTE.

Key Outcomes

  • Item 100726A: Motion to adopt passed unanimously (no vote tally recorded but stated as approved).
  • Item 100726B: Motion to adopt passed unanimously.
  • Items 100726C, D, E: Motion to adopt all three items together passed unanimously.
  • Adjournment: The meeting adjourned with thanks to departing member Scott.
