Indianapolis Historic Preservation Commission May Meeting - 2025-05-07
The Indianapolis Historic Preservation Commission (IHPC) held its May meeting on May 7, 2025, to consider old business, new business, expedited cases, and two new construction applications. The meeting was chaired by President Bill Brown. All actions were approved unanimously with no public opposition or remonstrance.
Old Business
- Case 2024 COA 188A (Woodruff Place): Applicant Ollie Khan reported progress on siding and window replacement at 958 Woodruff Place Middle Drive. Due to delivery delays, the window supplier now estimates delivery by May 16, 2025. Khan requested a continuation until July 7, 2025, to allow completion. The commission approved the extension.
- Case 2024 COA 353 (Fountain Square): The commission approved the negative findings of fact for 1126 Prospect Street without discussion.
New Business
- Case 2025 COA 037 (Colmar Street): Applicant Brent Whalen requested a full refund of the $635 certificate of appropriateness filing fee for a historic barn at 11809 Colmar Street. The barn was demolished under a certificate of hazardous conditions due to leaning into the right-of-way after high winds. Staff recommended a 50% refund ($317.50) because staff had already begun work on the application. The commission approved the 50% refund.
Public Hearing - Expedited Cases
- 2025 COA 048 & VHP 001 (114 Good Avenue, Irvington): Demolish historic garage, construct new garage, and variance for clear site triangle. Approved.
- 2025 COA 055 (5921 Oak Avenue, Irvington): Construct rear second-story addition. Approved.
- 2025 COA 081 & ZON039 (3060 North Meridian Street): Rezone to D9. Approved.
- 2025 COA 085 (2179 North Pennsylvania Street, Heron Morton Place): Demolish southern portion of primary structure. Approved.
- 2025 COA 097 (331 North Park Avenue, Lockerby Square): Dispose of siding from demolished outbuilding. Approved.
Public Hearing - New Applications
- 2025 COA 088 (1826 North Delaware Street, Heron Morton Place): Applicant Paul Musilac proposed a new single-family home with a detached three-car garage, covered front porch, and rear deck. Staff recommended approval with 10 stipulations, including that decorative gable shingle siding must have a horizontally straight bottom edge (not staggered) and that front facade ganged windows should be mulled (as on side facades). Applicant agreed. Commission approved.
- 2025 COA 096 (1821 North Pennsylvania Street, Heron Morton Place): Applicant Paul Musilac proposed a new single-family home with a detached two-car garage, covered front porch, and rear deck. Staff recommended approval with 9 stipulations, including showing board-and-batten siding on the dormer, aligning bandboard with porch ceiling, correcting roof lines, widening front porch stairs, and correcting building height inconsistencies. During discussion, commissioners suggested shifting the front door to align with the two right-hand windows to improve facade balance and allow wider stairs. Applicant accepted. Commission approved.

Good evening. I'm gonna call the Indianapolis Historic Preservation Commission May meeting uh to order. Um we do not have any minutes to approve this evening, so we'll move right in to old business. And the uh first case is twenty twenty four COA one eight eight A Wood Earth Place, address nine five eight Wood or Place Middle Drive. Ollie Khan is here for his monthly check-in. Ollie, please come forward and uh be sworn in and state your name and address, please. Grace, would you please swear in Ollie? Do you swear to tell the truth and nothing but the truth? I do. Thank you. Good evening, Ms. President and members of the commission. My name is Ali Khan, and I'm here to report the progress on uh the property at nine five eight would replace middle drive. And just give us your address for the record. Please. Yeah. If that is is it the same as the property. Um with other items, uh the scope of work on this property included. Sir, can you confirm that your address is the same as the the house you're applying for? Your home address. Oh, my home address. Uh six nine eight, Mayfair Lane, Carmel, Indiana. Thank you. All right. Yeah, sorry, just have to get a few procedural things. Go ahead. All right, sorry, I missed it. No worries. Yep. So along with other items and the scope of work, uh there was uh replacement of uh uh siding in the front and three windows. Uh we have already uh started the siding work and should be completed within a week, and we have sent photos of the work in progress to the staff about the siding. Uh last time I was here uh before you in March, and I reported that we have ordered the window on uh February fourth, and they told us that the windows will be delivered by April middle. So we requested you to continue this case till March seventh. And uh later on they sent us the information that the the delivery date has been pushed back and now the new delivery date is May 9th. Uh so we forwarded that information to the staff. And yesterday they called me that windows are here. So we went there and uh we found that out of two, only two windows showed up. So one window is not showed up. So we asked them the delivery date, they say it's still March 9th, but I wanted to make sure so I uh reached out to the supplier. And they said that the estimated date is May sixteenth. So in view of this sliding uh delivery date, I thought that it will be safer to request the commission to grant us continuation till uh say July uh July seventh date. Uh otherwise rest of the work, everything will be completed, and I'm hoping if they follow through their promise of uh delivery of May sixteenth, by the end of May I will be done, and hopefully we'll be here in June to report that all the front work is completed. We are just in case something changes, uh we requested that continuation be there till July seventh. Okay. All right, thank you. Uh Shelby, any comments from your end?
