6:42So Bentley Capital Partners uh has leased this corporate hangar that you'll see on the screen since June of 2010.
6:49It was a the hangar was originally constructed by Conseco.
6:53So it's an older hangar that's been here for a while.
6:56Um their lease was expiring at the end of July, so they've continued on a month to month as we finalize uh uh negotiations and approval.
7:05Um again, it's a it's a five-year term with two five-year renewal options.
7:11The gross annual rental previously was one hundred and thirty-five thousand nine hundred and twelve dollars.
7:17The new rental amount is two hundred and sixty-eight thousand dollars per year for the first five years, and then that will be adjusted by CPI for the two uh extension periods.
7:28They with the age of this building, there were some improvements that needed to be made.
7:33So they the Bendley Capital will be doing some improvements to lighting, HVAC, and the roof, and as a result of that, we're allowing $11,306.20 cent rental credit per year for the first five years.
7:50So that takes the net rental uh net of the credits to $256,693 and 80 cents annually.

11:47Our vegetation control program seeks to replace a 22-year-old tractor that has a failing transmissions.

21:07There are two other items of note with this.
21:10Uh in the short term, as we move the alignment further to the east, it provides us room to construct more remain overnight parking for aircraft as we have additional flights in the morning bank.
21:23Uh longer term, uh it was anticipated in the master plan.
21:28This realignment would happen because it also then provides room when we have to expand the concourses at some point in the future.
21:36So this pavement too is at the end of its useful life, so it's appropriate that we relocate it as we do.

21:50Any discussion for educational purposes, um about taxiway, um letter and then say like reconstruction.
22:04This is taxiway R realignment.
22:06Let's so this will be fully reconstructed, but also realigned, and that we will from its current location instead of rebuilding it there, we will pick it up and move it further to the east to allow for um more remain overnight parking pavement to be created, and then at some point in the future it allows for the extension of the concourses as we when we say like taxiway a reconstruction, we're just rebuilding it and not moving it.

23:51Uh in as we coordinate with other projects, and in this case the construction for the hotel, there's a portion of uh next year's roads project that we want to break off, which will be the North Service Road.
24:06Um we want to get this done this year so that we stay out of the way of the major construction traffic of the hotels.
24:14So uh a board meeting three couple board meetings previous.
24:18Uh we asked the board for the same reason to uh let us expedite a contract for the design.
24:25We've done that, and when this uh hits and comes in, timely at getting them we anticipate between 500,000 and move secondary um any discussion questions about the um delegation of it for b 2025-08-10.

25:31Uh consider for approval amendment number six to the professional services contract with CSO Inc.
25:37to provide continued architectural and design services and construction inspection services for the Weston Indianapolis Airport Hotel project.
25:45IAA and an amount not to exceed 1,990,000, inclusive of fees and expenses.
25:55When the board approved this project back in February, uh we you approved an extension of CSO's current contract through uh the end of 28.
26:07Um within the budget, we had added an additional 1.4 million for CSO, anticipating that we had to negotiate renegotiate fees and con and contract through the end of the year.
26:19Um now that we have finished that negotiation, we have we're asking for a contract increase of 1.9 million nine thousand dollars, which would be an additional 590,000 above what you approved February.
26:37So this and this additional funding amount will uh come out of the approved professional services budget as as we have found savings there.
26:47Um this will allow CSO to provide construction administration, drawing revisions, and coordination of FF and E and artwork.
26:55Um these are crucial services to ensure that the infrastructure of the hotel meets required standards regarding safety, quality, and compliance, legal and contractual obligations.
27:06Um these are responsibilities that are listed in their current contract.
27:10The the genesis of the increase, however, lies in the changing scope and schedule of this project over the last three years.
27:17Um CSO's initial budget is an hourly contract, it was based on a certain project and timeline that changed dramatically over time.
27:24For example, we increased the number of keys to 253.
27:28We initially planned on establishing a GMP at 70% design and instead did it at 100% design, went through several additions of value engineering, spent 31 months in visioning and design, and now we have an additional 27 months to complete construction.
27:44Um with that, I I do want to recognize that Alan Tucker, president of CSO is here, and uh would uh defer to Russell Auderbaugh to provide a little bit of additional context to this uh this contract uh uh request thank you.
28:03So I've opened about 150 hotels throughout the country, and uh all I do is track numbers for hotels and whatnot.
28:12I have to hide some of the numbers from my wife because she thinks I'm too much of a nerd here when it comes to numbers.
28:18Um I first got involved.
28:20I I looked at this for just above nine million dollars, which is five point six five percent of the construction contract.
28:27The one thing I find consistent in all hotels, including the Nashville Hotel, is that all the design services are somewhere between five and a quarter and five point seven five percent.
28:39What if we approve this or if you approve this, we'll be at 5.65 percent, which is right there in the in the um in the median, if you will.
28:49Some of the projects, some of the items that are different that Jonathan's already hit on is this is a lease certified project, so that will add to a design from about 250 to 300,000 dollars.
29:01Uh there's a lot of civil work here.
29:03We tie in to the existing airport.
29:07Uh the biggest factor or the two biggest factors with this project is they went from 150 to 253 keys, what John and Jonathan already mentioned.
29:17The acoustics are specially uh or are a real specialty here because of the obvious noise.
29:24It's also a complex site.
29:26So we're at 5.65% if you approve this, which is in the range of what we would expect, five and a quarter to five point seven five percent.
29:35So I looked at this with uh with Alan Tucker.
29:38Uh I thought it was fair, and and we are recommending it for approval.

31:02That was simply just an estimate in order to present a full budget.

31:10But why wasn't I didn't we have certainty at the time?
31:13I mean, some of the things you mentioned, we knew that at that point in time.
31:18Well, frankly, it was just the the challenge of getting all this before the board in an appropriate time.
31:25Um, so we didn't have that opportunity to finalize exactly what the remaining we knew what the scope of their work was, but in trying to make sure that we were compensating them for time already spent and the additional time expected um to make sure they complete this project.
31:41Um so I mean, frankly, we're able to delay it until now, but they basically they have spent whatever budget they have, and we need to do just make sure we can have them on board.
31:53The overall budget has not increased.
31:55We have other savings within the budget to compensate this.
31:59Yeah, that was my next question.
32:00So we we're not asking for an increase of the overall budget.
32:04We are funding this from within.
32:06I think our owner's contingency um was around 10 million dollars.
32:11We've actually increased that at this point, so we have other savings within the budget.
32:19Is is uh which is important, right?
32:22As we analyze this in terms of design services, do you anticipate any additional increases?
32:29Yeah, this is uh we we've talked with CSO significantly.
32:34We are not expecting any further design services needed.
32:39Well, what about the um what I hear you saying is that we have a contingency line or savings in other places, we've been able to increase that.
32:49Um have we locked in locked in other contracts?
32:55Because I know there was several things that were budget.
32:58There will be a to say we save things here, but if we have 10 things we still need like furniture, so things like that we still need to purchase we have budget allocated for the the rest of this project.
33:09Um there are some additional smaller contracts we are still gonna bring to you.
33:13There's you're gonna consider a contract next with reliance engineering for commissioning services as an example.
33:20Um but in in total, we have we're oh I guess roughly in the black about 1.8 million based on what was budgeted to be spent, then we have 10 million less, maybe 600,000 that we think is going to be allocated through our our owners contingency.
33:39So I mean, frankly, I mean we're in very good shape from budget perspective.
33:43Um that allows us to really be able to deliver on this contract.
33:48That's 600,000 includes this uh when you said the 10 million minus the six we keep it two separate pockets.
33:57One is the owner's contingency, and we think there's roughly about 600,000 that is allocated, not spent but allocated right now through that through the owner's contingency.
34:07On top of that, the rest of the budget that was put together, there's about 1.8 million in savings.
34:12Basically, through by hiring an owner's rep and restructuring how we're doing inspections and other services, we're able to find those savings.
34:21And I'm and the 600,000 you're mentioning.
34:24That is that's separate.
34:25That's all associated with construction where we have some design changes, minor things, but it's a cost of add up in the just a normal course of a project, as you know.
34:36We don't want to be too confident early, but the three main cut categories are construction.
34:42Obviously, that's the biggest, which we have a guaranteed for guarantee.
34:45And he's bought that out, and then design services, which this will be the extent of that, and then we have the owner furnished, which all the furniture, fixtures, and equipment that will go into the building.
34:57So we have numbers for that as well.
35:00We we have not guaranteed that we have not bid that out in final, but we have good budgets for that, and we have a good purchasing company on that for that.
35:06So we're we feel we're in good shape right now.
35:11So um it may be hard to tell, but just to get some idea of what you guys are thinking.
35:18At what point do you think we'll have everything?
35:21Um all major the owner furnished, so you've spotted out.
35:25We're gonna we're gonna review the model room.
35:27Once we review the model room, then we'll finalize the specs for the furniture, and then we'll go out for final bids on that.
35:34So there's still kitchen equipment and FFE.
35:37Um, but by the end of the year, we will know where we are with owner furnished, and that's the last category of the big three.

37:17In addition, their services are required to make sure we can achieve deed certification.
