Public Comments & Testimony
- Board Member (unnamed): Expressed that public comment was appropriate before the budget vote, arguing that the board needs specific information regarding the expenditure side of the budget to make an informed decision. The speaker explicitly moved to present comments before the motion was finalized.
- Chairman: Stated that in accordance with the Open Door Law and the board's bylaws, and citing past practice, the board does not open budget discussions for public comment at this stage. The Chairman maintained that the board should proceed with the vote first.
- Audience Member (voice only at conclusion): Expressed strong dissatisfaction with the board's refusal to accept public comments on the budget before voting, noting the rarity of holding a public meeting of a public agency while excluding such input.
Discussion Items
- Appointment: The board was welcomed to Mr. Tom Jeffers, a vice president at Hillarom, Wabash and Butler School of Business graduate, and new mayoral appointee to the board.
- 2026 Budget Approval: The CFO's December presentation of the 2026 budget was reviewed. Despite a request from a board member to delay the vote to hear public comments on expenditures, the board proceeded to vote on the approval.

He also outlined the upcoming 2026 stormwater issuance, anticipating short-term notes of approximately $50 million to be introduced by the city-county council, with a board presentation expected in February.
