The Space Allocation and Real Estate Advisory Committee met on January 15, 2026, from 2:00 PM to 3:00 PM in Room 260 of the City-County Building. The committee approved the minutes of the June 18, 2025 meeting and voted unanimously to approve a new five-year lease for the Indianapolis Metropolitan Police Department (IMPD) at 4150 N Keystone Avenue. Old business items, including capital projects and City-County Building improvements, were deferred to the next meeting on March 19, 2026.

- New IMPD Lease at 4150 N Keystone Ave: Deputy Chief Kevin Wethington presented the need for a new five-year lease for IMPD at the former Mainscape building. IMPD occupies approximately 30% of the 100,000 square foot building (27,010 square feet, up from 26,347 square feet – a growth of about 700 square feet). The new lease consolidates three satellite facilities into one and includes $100,000-$120,000 in tenant improvements (carpet, walls, etc.). The rental rate is $14.50 per square foot, all-inclusive (maintenance, janitorial), compared to the prior rate of $13.85 per square foot (2021 rates). A broker’s opinion of value placed fair market rent at $15-$17 per square foot. The lease was negotiated with assistance from the Office of Finance and Management. The committee noted that the lease had already been approved unanimously by the City-County Council’s Public Safety Committee on the previous evening (January 14, 2026).
