- Current Projects Update (Joe Glass):
- A resolution regarding the refunding of existing Indy Roads debt was approved unanimously by the City-County Council’s Public Works Committee and will go before the full council in July. The bond bank will issue $40 million in new money for road infrastructure and up to $121 million in tender refunding of existing Indy Roads debt. Final approval by this board is expected in July.
- $20 million in debt will be issued for Health and Hospital Corporation to construct three new ambulance bays, likely coming to the board in October.
- Facility revenue bonds for parking facilities at the Community Justice Campus are also expected in October.
- Airport and Ground Floor Project (Deputy Director Karen Strunk):
- The Indianapolis Airport Authority will introduce an introductory resolution this month for short-term financing of up to $185 million. Projects include a baggage claim system, parking garage and lot expansions, and taxiway work, along with a refunding of 2016 debt. The financing is expected to close by year-end.
- The bond bank administers the “Ground Floor” program (formerly Start 317) through the Circle Area Community Development Corporation. The program provides master leases for retail storefronts, currently active at two locations. The program is being rebranded and expanded, with a press release and applications for two additional locations launching this week.

Um to the uh Indianapolis Public Improvement Bond Bank meeting. Um given notice to all of the people under the open door law. And I'm gonna call a meeting to the local public improvement bond bank board of directors to order. First thing of the meeting, approval of the minutes of May 18, 2026. The meeting, the meeting, the minutes from the meeting were held on May 18th and have been distributed. Are there any corrections to the minutes? Uh hearing none, Mr. Chairman, any motion to approve the minutes from the May 18th, 2026 meeting. So I hear uh all in favor say aye. Aye. Any opposed? Motion passes. The May meeting minutes are approved. The next agenda item is the approval of the 2025 improvement bond bank audit. Last month we were presented with the findings of the audit team. We have now had some time to review the audit and reflect upon the presentation that was given. Do I have a motion to improve approve of the 2025 audit? So moved. Second, Mr. Chairman. So I'll call on Joe Glass to provide the updates on the current projects. So on uh Thursday of last week, we went before the public works committee of the uh Indianapolis City Council uh to present a resolution uh concerning the refunding of existing um Indy Roads debt.
