Indianapolis Public Transportation Corporation Board Meeting - October 15, 2026

The Indianapolis Public Transportation Corporation (Indigo) board met on October 15, 2026, with Chair Greg Hahn presiding and a quorum present. The board recognized employees and a retiree, accepted the 2025 external audit report, approved seven action items, introduced a Blue Line ordinance, and received the September 2026 finance report.

Awards and Commendations

  • President/CEO Jennifer Pierce recognized September safe drivers, who received National Safety Council patches, pens, and certificates. Cameron Irwin was highlighted for 29 years of service and 24 years of safe driving.
  • Kevin Mallory was named September operations employee of the month for his training and support of new coach operators.
  • Michael Flowers was honored on his retirement after 40 years of Indigo service; he received a 35-year safe driving award and had received his one-million-mile award in December 2022.

Action Items

  • A1 – Board minutes: Approved unanimously the September 17, 2026 board meeting minutes.
  • A2 – 2025 External Audit: Director of Governance and Audit Brian Atkinson and Forvis Mazars' Emily Ballbach presented the 2025 annual financial external audit report. The audit, issued June 29, 2026, resulted in unmodified/clean opinions, no internal control findings, and no material instances of noncompliance. Indigo was a low-risk auditee; federal transit cluster expenditures tested totaled just over $72 million, approximately 94% of total federal expenditures. One passed adjustment was noted, and no audit adjustments were recorded. The board approved receiving the audit report.
  • A3 – Indigo Foundation Articles: Emily Mode requested approval of updates to align the foundation's articles of incorporation with Indiana Code and its bylaws on the number of directors and three-year terms. The board approved the updates. The foundation currently has 14 directors and may have up to 19.
  • A4 – Kimley-Horn Task Order: The board approved a task order not to exceed $18,500 for additional design services on the 2027 BRT pavement maintenance project, bringing the total fee to $108,000. The original solicitation received no bids; the rebid was open, with bids due October 29, 2026, and a contract award planned for November. Kimley-Horn's XPE participation on the contract to date is 27.3%.
  • A5 – Diesel Contract Delegation: Director of Fleet Services Devin Smith requested, and the board approved, delegation to the CFO to award a diesel fuel contract. The market diesel rate was $3.70 per gallon a year earlier and $6.19 currently; Indigo orders about 1.7 million gallons. The procurement includes three-month, six-month, and twelve-month pricing options. Board discussion noted the prior fixed rate was about $2.35 per gallon.
  • A6 – Blue Line Ordinance Introduction: Chief Legal Officer Robert Fry introduced ordinance 2026-01 authorizing acquisition of certain real property interests for the Blue Line BRT project, including possible use of eminent domain. The board did not adopt it; staff will publish notice and hold a public hearing at the November 19, 2026 board meeting.
  • A7 – 2027 Meeting Dates: The board approved the 2027 schedule: regular board meetings on the third Thursday of each month at 4 p.m., with an additional July meeting for the budget public hearing; finance committee meetings three times a year at 3 p.m.; service committee meetings every other month at 9 a.m.; and governance and audit committee meetings quarterly at 10:30 a.m.
  • A8 – Small PC Computers: The board approved a contract not to exceed $361,878 with Small PC Computers for 66 passenger information displays (PIDs), six for the Eastside Mobility Hub and 60 for later Blue Line platform installation around mid-2028.

Information Items

  • Finance Report: CFO Justin Burko reported for the period ending September 30, 2026. Operating revenue was over budget by $3.5 million for the month, largely due to a Citizens reimbursement for Blue Line sanitary relocation work. Passenger fare revenue was over budget, partly because new fare system revenue is received one month in arrears. Federal assistance and PMTF revenue were under budget for the month on timing; PMTF is received as an annual lump sum. Personal services were 8.42% over budget for the month due to self-insured medical claims, while other services and charges were $1.2 million under budget for the month and $7.8 million under budget year to date. Materials and supplies were $86,000 over budget for the month but $1.4 million under budget year to date. Overall expenses were $1 million under budget for September and $14.9 million, or 12.41%, under budget year to date.
  • Reports: Department reports were entered into the record, and the finance and service committee reports were accepted without objection.

Key Outcomes

  • Seven action items were approved unanimously: the board minutes, 2025 external audit report, Indigo Foundation articles update, Kimley-Horn task order, diesel contract delegation, 2027 meeting dates, and Small PC Computers contract.
  • Ordinance 2026-01 was introduced by the chair without a vote on adoption; a public hearing is scheduled for November 19, 2026.
  • The next regular board meeting is scheduled for November 19, 2026, at 4 p.m.
