Speaker 1

3:19

Well, good afternoon.

3:20

We're gonna call this meeting to order.

3:23

Um and this is a pub this first part of this meeting is a public hearing on the proposed twenty twenty-seven budget.

3:31

The purpose of today's hearing is to provide an overview of IPEC's proposed budget for the upcoming year and to offer members of the public an opportunity to provide comment on the proposed budget.

3:58

Uh IPAC, however, seeks public comment through other avenues, and we are instituting a written public comment process on our website to streamline this important input.

4:09

Nevertheless, this is one of those meetings where we will seek public impact regarding the budget, but only the budget today.

4:24

Act excuse me, no final action to adopt the twenty twenty-seven budget is scheduled as part of this hearing.

4:44

Following the presentation, board members will have an opportunity to ask questions and then we will open it up for public comment.

4:52

And now I will turn it over to our executive director, Dr.

4:55

Rausch, to walk us through the budget.

Unassigned speaker

5:00

Chairman, and members of the IPEC board.

Speaker 2

5:03

It has been a um whirlwind last four weeks since I have been in the executive director chair, and I'm grateful for this opportunity to talk to you about our proposed 2027 budget and work that we are doing and engaged in.

5:27

A couple of framing um points that I thought was important for board members and others in the space that we're in is the budget process that we are required to follow by statute must be complete before uh November.

5:44

Um we are required on Tar and local government finance to publicly post our budget.

5:49

That was done on October 9th.

5:51

Um there is a mandatory 10-day window between that public posting and the hearing that's happening today on October 19th.

5:58

Then there is another mandatory 10-day window for then the board to consider um passing the budget, which will, as the chairman indicated, happen on October 29th.

6:07

Also important to note that since um IPEC is the fiscal body responsible for the operating referendum, um, that is also a part um of this budget that you will be hearing from and considering uh today.

Unassigned speaker

6:22

A

Speaker 2

6:22

couple of just quick points on our funding source.

6:25

Uh, we have kind of listed here relevant statute that gives IPIC the funding authority.

6:32

This was discussed during the April IPEC board meeting.

6:35

Um, and you can refer back to resolution 11 that um uh uh effectuated um this conversation that we are having today.

6:43

Um pretty clear.

6:44

Um we um have developed a budget uh an estimated about 3.2 million dollars, which is the three percent of the operations fund levy as was discussed in April.

6:54

Important to note um that budget comes from the operations fund levy, it does not include any referendum funding as a part of the budget that you are um considering for the IPEC part of the budget.

7:06

Okay.

7:18

It is designed to provide accommodation of full-time IPEC staff members and external expertise to be able to advance um in areas as both will be needed in the work that we're doing moving forward.

7:32

So for the 2027 budget, um, we are anticipating spend spending roughly about um uh salaries and benefits at about a million dollars, consultation expertise at about 1.9 million, and then occupancy at about 300,000.

7:46

Sally and benefits um assumes um uh at least two, maybe three um additional FTE um throughout the course of 2027.

7:54

Consultation and expertise um is exactly that um which is which is designed to allow this board um to engage with experts that we are going to need um in developing um clear areas that we need to work through relative to those areas of statute um that we are required to engage in, um which include a unified performance framework, transportation plan, unified enrollment, and a comprehensive facility plan along with other areas that are critical for our work.

8:24

The occupancy cost is there.

8:27

I would um transparently say that is um more of a placeholder as we are in the process of looking for what the right long-term kind of space for IPEC staff will be.

8:38

We've been incredibly fortunate to be able to have offices in the city county building, um, which has been tremendous and deeply grateful for Mayor Hogsett and others that have allowed that to happen.

8:49

We um would like, if possible, um to continue um our relationship with the city county building for cost efficiency purposes, and we're looking into that now, but before, of course, making any determinations on kind of shorter and long-term space needs, we would have make sure to have a conversation with you all as fiduciary responsibilities in the space that we're

Unassigned speaker

9:07

in.

Speaker 2

9:08

When I think about um key 2027 priorities, um areas that we're gonna have to do really well that are aligned to um our spending spending plan and priorities, community engagement.

9:19

I can't think of any work that this body is going to do that won't require us to deeply and thoughtfully um engage community um in thoughtful and intentional ways.

9:29

Communications will become very important that the our community understands who IPEC is, and even perhaps more importantly, the work that IPEC is not responsible for doing, as well as being able to communicate effectively and listen well, decisions you know that this body will make.

9:45

Project management.

9:46

We have a number of really important areas that we have to move forward aligned with our statutory responsibilities.

9:52

So having capacity to make sure those are on track and on target moving forward will be critical.

Unassigned speaker

10:00

And then financial and operations management is another area of priority as we will have some spending opportunities and things that we're going to do, making sure that we are doing it the right way, and we can have the right kind of engagement oversight as needed for that work.

Summary of Proceedings

IPEC Board Meeting and Budget Hearing - October 19, 2026

The Indianapolis Public Education Corporation (IPEC) board held a public hearing on the proposed 2027 budget followed by a regular board meeting on October 19, 2026, in Room 260 of the City-County Building. The hearing began at 12:00 p.m. and included a presentation by Executive Director Dr. Kariga Rausch, public comments, and subsequent board actions on the ethics code, referendum status, and consulting contracts. The next meeting is scheduled for October 29, 2026.

Public Hearing on 2027 IPEC Budget

  • Dr. Rausch presented the proposed 2027 budget of approximately $3.2 million, drawn from the operations fund levy (3% of the levy). The budget includes $1 million for salaries and benefits (with plans to add 2-3 FTEs), $1.9 million for consultation and expertise, and $300,000 for occupancy (a placeholder as IPEC seeks permanent space). The budget was publicly posted on October 9, 2026, and the hearing met the mandatory 10-day window before the board’s adoption vote on October 29.

Public Comments & Testimony

  • Lindsay Cornett (parent of three IPS students, candidate for IPS District 4 board seat) expressed concern that the hearing at noon on a Monday (first day back after fall break) was not an accessible time for public comment. She noted the proposed budget was not linked on the IPEC website and questioned when the meeting notice was posted. She criticized the $1.9 million for consulting expertise, arguing that the mayor appointed charter representatives rather than transportation and building experts who could save taxpayer money.
  • Dr. Brian Duart (candidate for IPS School Board District 2) echoed Cornett’s criticisms, calling the meeting scheduling and website navigation “embarrassing.” He stated he could not find the budget until the hearing and that the agenda did not indicate public comment would be allowed. He suggested hiring a community relations person to improve transparency.

Consent Calendar

  • Approval of Minutes (August 12, 2026) – The board approved the minutes with an added practice of listing absent members. Motion passed unanimously.

Discussion Items

  • Ethics Code – John Mays presented the proposed IPEC Ethics Code, adapted from the city-county code to allow IPEC to self-enforce and to ensure board members can represent their respective educational sectors without conflict-of-interest restrictions. The board approved the code with a motion and second. A previous suggestion to form an ethics committee was noted for future discussion.
  • Referendum Status Update – Dr. Rausch provided an update on the IPS operating referendum (one of 38 statewide). The referendum replaces an expiring one and would generate funds for teacher/staff retention, professional development, and academic programs. The ballot language shows a cost of $221/year for an average home, but the actual increase is about $9/month because it replaces the existing levy. Early voting has begun, and the board emphasized the need for community awareness. Members asked about public engagement and how to support; Dr. Rausch directed people to the IPEC website and to contact him directly.
  • Consulting and Legal Services Contracts – Dr. Rausch presented two contracts: (1) with Bullit Affairs Group, reducing monthly cost from $40,000 to $25,000 through December 2026, to provide continued consultation while IPEC transitions ; (2) with legal firm Boles & John, moving from hourly billing to a retainer agreement in January 2027. Both contracts were approved unanimously.

Key Outcomes

  • The board approved the minutes of August 12, 2026, with the addition of listing absent members.
  • The IPEC Ethics Code was adopted unanimously.
  • The consulting contract with Bullit Affairs Group and the legal services contract with Boles & John were both approved unanimously.
  • No claims were approved.
  • The next board meeting is scheduled for October 29, 2026, in Room 221 of the City-County Building.
