First order of business will be to approve the meeting minutes for the April 16th, 2024 meeting.

So we'll jump on down to new business.

We have a discussion on parcel 9009316 with Noble Center.

Ryan, did you have anything to add or um yeah?

I've got a little intro.

Uh parcel 9009316 is a large parcel of approximately 40% undeveloped land located on North Tibbs Avenue.

This parcel completely surrounds parcel 904-5535, which is currently owned by Noble Centers Inc.

Noble Centers Inc., aka Noble of Indiana is a nonprofit organization founded in 1953 with the goal of empowering children and adults with disabilities.

Here is a photo of the parcel in question.

In 1969, Noble of Indiana leased from the Marion County Commissioners the right to use parcel 9009316 for a period of 99 years with a fee of $1 per year paid in one sum at the time the lease went into effect.

Noble of Indiana now wants to acquire parcel 9009316 for the purpose of developing the land.

They intend to submit an application through the county-owned nonprofit surplus program.

One of you would like to come have a seat.

I've been with associated with Noble since 1998.

So I have a long history with the agency.

Yeah.

I'm happy to answer questions, or I have some information to provide if that would be helpful to kind of talk you through what we're thinking.

Okay, great.

Um so first of all, thank you for your time this afternoon.

I know time's valuable and we appreciate you carving out some for us.

Um I think that folks on on this uh uh commission know that Noble has had a decades and generations old history uh with the city.

Um we have uh we were founded in 1953.

In fact, that means that we're in our 70th anniversary this year.

Um there was a group of folks who who got together and founded Noble School, and I learned recently as I'm learning the history of the organization that it was in the Cole Noble neighborhood, and that's why it was started.

And so we have found that uh the original building is where the St.

Joseph Event Hall is now.

So if you're free on August 28th, we're gonna rent it out and have a here's where it all started kind of event, and we'd love to have you there and learn more about the history of Noble.

So as an organization, we currently serve about 3,700 folks a year across the lifespan.

So babies and toddlers all the way through end of life care.

Um we we're really interested in what's happening at the Tibbs location.

I don't know if you're aware, as I've been researching it, it was originally part of the Central State Farm Colony, um, which I didn't know about and was interested to learn about that.

Uh and as Ryan mentioned, it was leased to Noble in 1969 on a 99-year land lease, and I believe there's an option for another 99-year land lease that's been added that was written in handwriting or something.
