The Marion County Commissioners met on August 20, 2024 at 2:00 PM in Room 260 of the City-County Building. President Joseph O’Connor and Vice President/Treasurer Barbara Lawrence were present; the County Auditor was absent but a quorum existed. - Labata (Ibada) Dance Company – Property Disclaimer: The commission considered a disclaimer for parcel 1035487 at 3910 East 11th Street, originally transferred to Ibada Dance Company in November 2019. The nonprofit used the structure for costume and equipment storage. Staff explained that the disclaimer recorded satisfaction of conditions on the conditional quitclaim deed, giving the nonprofit fee simple title. Commissioners praised the program; the nonprofit representative stated it was “a blessing” for their small organization. No additional questions were raised.
- Nonprofit Applications for 2023 Tax Sale: Staff presented four nonprofit applications: West Indianapolis Development Corporation, Indianapolis Neighborhood Housing Partnership (INHP), Southeast Neighborhood Development CDC (Send), and Intend Indiana / Affordable Home Matters LLC (formerly Renew Indy). A fifth applicant, Near North Development Corporation, withdrew. Staff confirmed all applications were complete and vetted. Commissioners asked about the number of homes each intended to acquire and potential competing properties; staff noted that geographic focus typically limits conflicts and that applicants resolve overlaps themselves.

I'll go ahead and call the meeting to order. This is the Marion County Commissioners meeting. And it is August 20th, 2024, approximately 2 p.m. in room 260 of the City County Building. My name is Joseph O'Connor. I'm the president of the County Commissioners. And the first thing we'll do is start with introductions on my right. Good afternoon, Mr. President and guest here. My name is Barbara Lawrence. I'm the Marion County Treasurer and the Vice President of the Commission. Thank you. We do have one absence today, and it's our Marin County Auditor. But we do have a quorum with the two of us, so we will be able to conduct business. So the first thing we'll do is review the meeting minutes for July 16th, 2024. Do we have any additions or corrections to those minutes? Hearing none, I'll entertain a motion. Okay, I'll second that. All in favor, please uh signify by saying aye. Aye. Opposed, same sign. Minutes are approved. Jumping down to the nonprofit program. Looks like we have the Labata Dance Company. Uh good afternoon again. Sure. I'll go ahead and introduce you while you come up. Uh good afternoon, Commissioners. Today we have a request for disclaimer from EBATA Dance Company for parcel 1035487 located at 3910 East 11th Street. This parcel was transferred to Ibada Dance Company at the November 19th, 2019 Commissioners meeting. The primary intended use of this parcel is to use the pre-existing improvement as storage space for equipment and costumes received through community and private donations. And here are some before and after photos. Looks great. Exactly. And it was once a double, right? Is it backed? It's still a double. It's still a double. Is the wall still there? Everything's yeah, it's just this side is the um was able to sort and put all our costumes and then the garage is full of we have to reorganize all of our stuff. Yeah. Looks great. Thank you. I'm very very happy. It's it's been used well, and we needed it very badly, and it's it's really helped a whole lot. Oh good. A whole whole lot. This is a great program, and I really thank you for even offering something like this. This is for a small nonprofit, it was absolutely a blessing. Thank you.
