Marion County Election Board Meeting - Certification of 2024 General Election and Staff Recognitions
On November 18, 2024, at 11:35 AM, the Marion County Election Board convened with Vice Chair Jennifer Ping presiding. The meeting focused on certifying the official results of the 2024 general election and recognizing staff members for their contributions. Director of Elections Patrick Becker reported that a final provisional ballot was tabulated on Friday, bringing the total provisional ballots counted to approximately 429 (out of an initially prepared 428 plus one late arrival). The board reviewed and signed the required state certification forms (CEB-9, CEB-10, CEB-11, CEB-12, CEB-13, and CEB-25) to make the election results official.
Election Certification
- Director Patrick Becker presented the final results summary and a series of CEB forms for board signatures. The CEB-9 is a county election report to the state covering registration, turnout, absentee and provisional voting, budget, and equipment. CEB-10 covers governor/lieutenant governor results; CEB-11 covers county offices (treasurer, coroner, surveyor, township offices); CEB-12 covers the statewide public question, Supreme Court and Court of Appeals judicial retention; CEB-13 covers president/vice president, U.S. Senate, Congress, state Senate, and state representatives; and CEB-25 covers nonpartisan school board races. Corporation counsel advised that board member signatures on the documents are sufficient for certification. The board signed all documents.

Good morning. It is 11 35, and I am Jennifer Ping, the vice chair of the board. I'm speaking today because our chair, while she's here, her voice is not. And so she's a little bit. So hopefully we'll have a nice short and productive meeting today. We'll start the meeting with a roll call and with staff beginning with my far left. My name's Adam Wickham. Corporation Council, excuse me. Patrick Becker, Director of Elections. Kate Sweeney Bell, Mary County Clerk. She said Nolita Stewart chair for the camera. And I, like I said, Jennifer Pink, Vice Chair. Brad Boswell, outside council. Great. Well, thanks everybody for being here. We have a short agenda today and some other um fun activities, but first I'll direct this to elections director uh uh Patrick Becker on the 2024 general election certification and any updates he'd like to provide for that. Uh thank you, Madam Vice Chair. So we did um I I notified the board through email last week. We did have one uh provisional voter who arrived on Friday morning to uh present their ID and complete the documentation they needed. Um so that provisional voter number 232 uh did get tabulated on Friday. Those results um were all uploaded to um our website, um, all of the results from uh the provisional ballots that we tabulated on Thursday. Um and so on our website now are kind of our final results. Um what I have before the board today is a series of documents um for them to sign. A lot of this is really done digitally these days through the statewide voter registration system, but I still think it's um good practice for this board to uh review the results and and sign off on the results um you know that that staff has put into the system. Um so with that I've got uh a few different documents that I will I will discuss and then um allow the board to review and and sign um and answer any questions. Uh the first is the CEB9, which is the county election report to the state. Um it covers a um it's kind of a summary of the of the uh election. It covers uh registration and turnout, absentee voting, provisional ballots, uh the budget, the equipment that we use, the software that we use, um, and then also um you know any uh versions of the software that we're using as well. So it kind of goes through a summary of um what the county uh the numbers overall for the county and uh the budget and equipment that the county uses. The CEB 10 is a document that um will go through it. Well it is the results for the governor and lieutenant governor, so you'll see those for that for that particular document. Uh the CEB 11 covers our um county uh offices. So we had treasurer, coroner, and surveyor on the ballot, as well as all the township offices. Uh the CEB 12 is um the public question that was the statewide public question, as well as the um Supreme Court judicial retention and the Court of Appeals judicial retention. The CEB 13 is uh much more uh chunky. It is um president, vice president, um US Senate, uh Congress, state, Senate, and state representatives, and then the CEB 25 is uh basically our school board, so all of our nonport nonpartisan races. Um so again, these are the results. Um the CEB forms are what we certify to the state and to make this official. And then uh the other thing that I have for the board's review is just a printout of our um a summary report um of all of the uh races for the entire county um that came out of our election uh software. Um just uh again, these are kind of the final results as of last Friday after we tabulated all the ballots. Uh one of them has uh what we call the summary with group detail and one is everything combined. The group detail breaks out election day absentee and provisional thank you, Director Becker. Um council, is there um the procedure for do we need um a vote or is our signatures on these documents enough for the certification? Your signatures are sufficient. I mean, it's all it's all wrapped up if you're just certifying the documentation to send to the state. Okay, we'll take time to quickly review. It's a nail biter. I know nothing provisionals uh ended up being here. We counted, I believe the number was go back and look at my notes. So we had 428 that we were prepared to carry.
