The Marion County Commissioners met on July 15, 2025, at approximately 2 p.m. in Room 260 of the City-County Building. The meeting was called to order by President Joseph O'Connor and included updates on affordable housing developments through the nonprofit tax lien sale program and the abutting landowner property transfer program.

- 2022 Nonprofit Tax Lien Sale Update – Indianapolis Neighborhood Housing Partnership (INHP):
- Ryan (treasurer's staff) reported that five parcels purchased by qualifying nonprofits at the 2022 tax lien sale were not redeemed and were transferred. Two parcels went to INHP (520 North Gray Street and 2128 North Delaware Street, later split into 2126 and 2128) and three to Martindale Brightwood Community Development Corporation (MBCDC).
- Jeff Hasser, INHP Director of Housing Strategy, presented redevelopment plans. For 520 North Gray, total construction costs are $287,000 with a projected sale price of $225,000, funded partly by CDBG funds. The home will be three-bed, two-bath. For the Delaware properties, the original 4,800 sq ft building will become two duplex units (each side four-bed, 3.5-bath), with a construction budget of $280,000 per unit and a projected sale price of $334,000 per unit. INHP is seeking additional Federal Home Loan Bank funds to offset costs and provide down payment assistance for 80% AMI households. Completion is expected March–May 2026.
- Commissioners expressed strong support, with Commissioner Barbara Lawrence stating the program brought her to "tears of joy." Questions addressed contingencies for unforeseen costs, marketing to INHP clients, and the duplex layout.
- Martindale Brightwood Community Development Corporation (MBCDC) Update:
- An MBCDC representative was not present; staff presented slides for three parcels.
- Parcel 1051665 (2749 Station Street): Rehab budget $118,000, sale price $125,000 (two-bed, one-bath, ~900 sq ft).
- Parcel 1070594 (2873 Stewart Street): New construction budget $245,000, plus $22,000 contractor fees and $15,000 developer fee, with $150,000 in HOME funds, sale price $175,000 (three-bed, two-bath, 1,388 sq ft). Timeline: construction March 2026–January 2027, listing February 2027.
- Parcel 8019380 (4500 Hillside): Same specs and timeline as Stewart Street, also sale price $175,000.
- No questions from commissioners.
- An MBCDC representative was not present; staff presented slides for three parcels.
- Abutting Landowner Program:
- Staff presented one parcel: 3321 Nicholas Avenue. Four abutting landowners were notified; only the owner to the south (starred) responded with a bid. The owner already maintains the lot. Staff recommended declaring the property surplus and transferring it to the highest bidder.

And we are it is July 15th, 2025, approximately 2 p.m. And we are in room 260 of the city county building. We'll start off with uh introductions on my left. Thank you. Of course, you'll go with me first. Good afternoon, everyone. I am Milo Aldridge. I have the privilege of serving as the Marion County Auditor and the Secretary for this Great Commission. Good afternoon. I am Barbara Lawrence Mayor and County Treasurer and a member of Ahee. Marion County Commissioners. Thank you. The first order of business will be to approve the meeting minutes from February 18th, 2025. Do we have any additions or corrections? Mr. President, hearing no corrections or additions. Looks like we have an update on the 2022 nonprofit tax lien sale, Indianapolis Neighborhood Housing Partnership. Are they here with us today? Looks like it. Welcome. Good afternoon, commissioners. Of the parcels purchased by qualifying nonprofits at the 2022 nonprofit tax lien sale. Five were not redeemed within the one year redemption period and were transferred to the purchasing nonprofit. Two parcels were transferred to the Indianapolis Neighborhood Housing Partnership or INHP. Parcel 1018652, located at 520 North Gray, and 1050469, located at 2128 North Delaware. And then three parcels were transferred to the Martindale Brightwood Community Development Corporation or MBCDC. 1051665 at 2749 Station. 1070594 at 2873 Stewart and 8019380 at 4500 Hillside. And then we have Jeff Hasser here from INHB to present his update to the commissioners. Thank you. Pleasure to be here. I'm very honored that you guys are asking for this update because this is a program that I think we have benefited a lot from. And I really want to be able to share some of that updates that we have today. So again, my name is Jeff Hasser. I'm the director of housing strategy at the Indianapolis Neighborhood Housing Partnership. My responsibility is around mostly single family development. So creation on the supply side of housing for low and moderate income residents or homebuyers here in Indianapolis. So just to give you a quick overview of our mission, we create affordable housing solutions for people with low and moderate incomes and collaborate to enhance quality of life in Indianapolis neighborhoods. And IMHB envisions in Indianapolis where everyone, every person lives in a home and neighborhood that enables them to thrive. So I think you're going to see those play out in these properties.
